About approval of Traffic regulations
In pursuance of the Law of the Republic of Uzbekistan "About traffic safety", and also for the purpose of enhancement of the traffic regulations Cabinet of Ministers decides:
1. Approve Traffic regulations in the new edition according to appendix No. 1 and enact them since March 1, 2016.
2. To provide to the Ministry of Internal Affairs of the Republic of Uzbekistan:
the organization of extended coverage through mass media, including electronic, essences and contents of Traffic regulations;
bringing to data of interested persons of Traffic regulations, including by their publication on the official website;
together with the interested ministries and departments, review of the regulatory legal acts adopted by them taking into account this resolution.
3. To the Ministry of Justice together with the Ministry of Internal Affairs of the Republic of Uzbekistan to perform the edition of Traffic regulations in a month.
4. Make change to the General technical regulation "About Safety of Design of Vehicles under the terms of Operation" approved by the resolution of the Cabinet of Ministers of July 4, 2012 No. 191, according to appendix No. 2;
5. Recognize voided since March 1, 2016 some decisions of the Government of the Republic of Uzbekistan according to appendix No. 3.
6. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov and the Minister of Internal Affairs of the Republic of Uzbekistan A. A. Akhmedbayev.

Appendix No. 1
to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of December 24, 2015 No. 370
1. These rules of traffic (further - Rules) determine single procedure for traffic in the territory of the Republic of Uzbekistan.
2. On roads of the Republic of Uzbekistan the right-hand procedure for movement of vehicles is established.
3. Participants of traffic shall know and observe the Law of the Republic of Uzbekistan "About traffic safety", these rules and relevant requirements of signals of the traffic light, route signs (appendix No. 1 to these rules) provided in them, road marking (appendix No. 2 to these rules), and also strictly to fulfill requirements of persons regulating traffic within the rights granted to them.
4. Participants of traffic shall not create danger to other participants of movement. It is forbidden to unauthorized legal entities and physical persons to damage or contaminate road surfacing, to self-willedally remove, establish, block, damage route signs, traffic lights and other technical means of the organization of movement, to leave the objects creating hindrances for movement on the road.
Person who created hindrance to movement shall take all feasible measures for its fastest elimination and if it is impossible, then by all available means to inform participants of movement on danger and to report in law-enforcement bodies (further - Department of Internal Affairs).
5. Persons which violated these rules bear responsibility according to the legislation of the Republic of Uzbekistan.
6. In Rules the following basic concepts and terms are used:
The highway - the road designated by route sign 5.1 and having the carriageways separated from each other by lane line for each driving direction (and in case of its absence - road barrier), without crossings flush with other roads, railway or tramroads, pedestrian or bicycle lanes.

The organization of traffic - complex of legal, organizational and technical actions and administrative actions for mission control on roads.
Organized column of pedestrians - the group of people following on the way to one direction according to requirements of Item 16 of these rules.
Organized column of vehicles - the column from three and more motorized vehicles, the following directly one after another on the same driving lane with constantly included headlights accompanied in front with the vehicle with the switched-on flashing indicator of blue, or blue and red colors.
Organized transportation of group of children - organized transportation of eight and more children in the bus which is not relating to route vehicles.
Stop - traffic congestion of the vehicle for a while up to 10 minutes (reduction in motionless condition).
The passenger - person who is in the vehicle (except the driver).
The intersection - the place of crossing, adjunction or branching of roads at one level.
Borders of the intersection are determined by the imagined lines connecting respectively opposite, the most remote from the center of the intersection of the beginning of curves of carriageways.
Departures from the adjacent territories are not considered as intersections.

Actual mass - the mass of the vehicle with load, the driver and passengers.
Photo and video fixing - fixing of road traffic offense by means of the special automated technical means of photo and video fixing.
7. The driver of the motorized vehicle shall have in case of himself and upon the demand of the staff of Department of Internal Affairs to show them for check:
the car driver license and the coupon to it or the coupon which is temporarily granting the right to vehicle control and if the car driver license is withdrawn in accordance with the established procedure - the coupon to it if the car driver license and the coupon to it - temporary permission are withdrawn;
the document proving his identity if the driver manages the vehicle according to the coupon which is temporarily granting the right to management or on temporary permission;
registration certificate of the vehicle or trail car;
in the absence of the vehicle owner - the document confirming the right to joint property or the right to the order, ownership and use of this vehicle, except for the close relatives (parents, the husband (wife), children, brothers, sisters) of the vehicle owner specified in the insurance policy on obligatory civil liability insurance of the vehicle owner;
insurance policy of obligatory civil liability insurance of the vehicle owner;
the route sheet and documents on the transported load - in cases, stipulated by the legislation.
the certificate on passing of advanced training of drivers - in cases, stipulated by the legislation.
8. Person having the certificate on the right of vehicle control of the corresponding category, the coupon to it or temporary permission, has the right to manage the vehicle which is not belonging to it in the presence of the owner or person having the document confirming the right to the order, ownership and use of the vehicle (in their consent) and also provided that the agreement of obligatory civil liability insurance of the vehicle owner is signed concerning unrestricted number of persons allowed to control of this vehicle or if person managing the vehicle is specified in the insurance policy.
Close relatives of the vehicle owner (parents, the husband (wife), children, brothers, sisters) specified in the insurance policy on obligatory civil liability insurance of the vehicle owner can independently manage this vehicle.
9. In case of movement on the vehicle which design provides safety belts the driver shall be fastened.
It is allowed not to be fastened by safety belts to the following persons:
to the children up to 12 years who are on rear seat of the car (according to Item 159 of these rules);
to the instructor of practical training on control of the automotor-vehicle or means of urban electric transportation, when the trainee manages the vehicle;
