According to Items 10-10-3 of the Section VI "Final and transitional provisions" of the Law of Ukraine "About provision public (electronic public) services in declaring and registration of the residence in Ukraine" the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for introduction of data on the address of the declared/registered residence (stay) which is in the territory of Ukraine which is temporarily occupied by the Russian Federation and also in the territories in which are conducted the enclosed fighting (was conducted).

2. Bring in the Procedure for declaring and registration of the residence (stay) and procedure for creation, maintaining and administration of registers of the territorial communities approved by the resolution of the Cabinet of Ministers of Ukraine of February 7, 2022 No. 265 "Some questions of declaring and registration of the residence and maintaining registers of territorial communities" (The Official Bulletin of Ukraine, 2022, No. 25, the Art. 1234), the enclosed changes.

3. This resolution becomes effective in 15 days from the date of its publication.

Procedure for introduction of data on the address of the declared/registered residence (stay) which is in the territory of Ukraine which is temporarily occupied by the Russian Federation and also in the territories in which are conducted fighting (was conducted)

1. This Procedure determines the procedure of introduction of data on the address of the declared/registered residence (stay) which is in the territories in which fighting is conducted or the territories which are temporarily occupied by the Russian Federation included in the list of the territories in which are conducted fighting or temporarily occupied by the Russian Federation, the approved Minreintegration for which date of completion of fighting (the termination of possibility of fighting) or temporary occupation (further - the territories included in the list), in particular the child at the request of parents is not determined or other legal representatives or one of them (further - the legal representative) (was conducted) with whom such child lives:

1) in the Unified state demographic register - to persons in case of registration, exchange of the passport of the citizen of Ukraine, the passport of the citizen of Ukraine for trip abroad, type on permanent residence, type on temporary residence;

2) in departmental information system GMS - concerning the child if information on such child contains in the Unified state demographic register, or during registration, exchange to the child of the passport of the citizen of Ukraine, the passport of the citizen of Ukraine for trip abroad;

3) in the register of territorial community - during declaring or registration of the residence of person or the child if information on such child contains in the register of such territorial community.

2. This Procedure is applied in the territory of Ukraine for temporary occupation of the territory of Ukraine by the Russian Federation, and also for inclusion of the territories in the list of the territories in which are conducted fighting or temporarily occupied by the Russian Federation, the approved Minreintegration for which date of completion of fighting (the termination of possibility of fighting) or temporary occupation is not determined, and after deokkupation of the territories (was conducted) (before recovery of functioning of registration authorities in the territory to which their powers extend) and extends to persons, in particular internally displaced persons which address of the declared/registered residence (stay) is in the territories included in the list.

3. For temporary occupation of the territory of Ukraine the address of the declared/registered residence (stay) of his legal representatives or one of them with which the child lives is considered the address of the declared/registered residence (stay) of the child.

4. Introduction of data on the address of the declared/registered residence (stay) of person in the territory included in the list according to the statement of the legal representative is performed gratuitously.

5. Data on the address of the declared/registered residence (stay) of person in the territory included in the list are entered in the Unified state demographic register in case of registration, exchange of the passport of the citizen of Ukraine, the passport of the citizen of Ukraine for trip abroad, type on permanent residence, type on temporary residence, taking into account requirements of this Procedure.

Registration, exchange of the passport of the citizen of Ukraine is performed according to Procedure for registration, issue, exchange, transfer, withdrawal, return to the state, recognitions invalid and destructions of the passport of the citizen of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of March 25, 2015 No. 302 (The Official Bulletin of Ukraine, 2015, No. 40, Art. 1188; 2016, No. 87, Art. 2829).

Registration, exchange of the passport of the citizen of Ukraine for trip abroad is performed according to Procedure for registration, issue, exchange, transfer, withdrawal, return to the state, recognitions invalid and destructions of the passport of the citizen of Ukraine for the trip abroad approved by the resolution of the Cabinet of Ministers of Ukraine of May 7, 2014 No. 152 (The Official Bulletin of Ukraine, 2014, No. 45, Art. 1188; 2017, No. 2, Art. 38).

Registration, exchange of type for permanent residence is performed according to Procedure for registration, issue, exchange, cancellation, transfer, withdrawal, return to the state, recognitions invalid and destructions of the type on permanent residence approved by the resolution of the Cabinet of Ministers of Ukraine of April 25, 2018 No. 321 (The Official Bulletin of Ukraine, 2018, No. 37, the Art. 1305).

Registration, exchange of the residence permit is performed according to Procedure for registration, issue, exchange, cancellation, transfer, withdrawal, return to the state, recognitions invalid and destructions of the residence permit approved by the resolution of the Cabinet of Ministers of Ukraine of April 25, 2018 No. 322 (The Official Bulletin of Ukraine, 2018, No. 37, the Art. 1306).
