For the purpose of protection of national interests, homeland security, providing rights, freedoms and legitimate interests of citizens of Ukraine, society and state,

considering full-scale war of aggression which the Russian Federation started and conducts against Ukraine and the Ukrainian people with violation of rules of international law, committing crimes against humanity,

considering that the purpose of the armed aggression of the Russian Federation is deprivation of the Ukrainian people of independence and sovereignty and its return to state of dependence as was at the time of the Russian Empire and the Union of Soviet Socialist Republics,

recognizing that centuries of the Russian domination on the Ukrainian lands were followed by the system measures directed to assimilation of the Ukrainian people will lock also eradication of Ukrainian and culture, destruction of its traditions, spiritual culture and ethnic originality, and also systematic mass repressions which consequence destruction of millions of people turned out to be,

celebrating memory of millions of compatriots who became the victims of the Russian imperial domination in Ukraine

continuing the process of revival of national memory of the Ukrainian people and protection of the Ukrainian cultural and information space begun with adoption of the laws of Ukraine "About the Holodomor of 1932-1933 in Ukraine" "About legal status and celebration of memory of fighters for independence of Ukraine in the 20th century", "About condemnation communistic and national socialist (Nazi) the totalitarian modes in Ukraine also you will lock promotion of their symbolics", "About prohibition of promotion of the Russian Nazi totalitarian regime, the armed aggression of the Russian Federation as the states terrorists against Ukraine, symbolics of military invasion of the Russian Nazi totalitarian regime into Ukraine",

considering that forced subordination of the people to others domination leads to their operation, denies fundamental human rights, contradicts Articles of organization of the United Nations and the Declaration on granting of independence to the colonial countries and people accepted by the 25th session of the General Assembly of the United Nations on December 14, 1960

condemning all forms of colonialism,

being guided by article 11 of the Constitution of Ukraine which obliges the state to promote consolidation and development of the Ukrainian nation, her historical consciousness, traditions and cultures,

The Verkhovna Rada of Ukraine adopts this Law.

Article 1. Law coverage

1. This Law determines the legal basis of condemnation of the Russian imperial policy in Ukraine, prohibition of promotion of its symbolics and establishes procedure for liquidation of symbolics of the Russian imperial policy.

Article 2. Determination of terms

1. In this Law the stated below terms are used in the following value:

1) promotion of the Russian imperial policy - public glorifikation or justification of the Russian imperial policy, distribution of information directed to justification of the Russian imperial policy, and also public use of products containing symbolics of the Russian imperial policy, public denial of crimes (repressive measures) against the Ukrainian people;

2) the Russian imperial policy (the Russian colonial policy) - system of the measures performed by governing bodies, paramilitary groups, political parties, the non-state organizations, organizations, the companies, groups or certain citizens (subject) of the Russian kingdom (The Moscow kingdom), the Russian Empire, the Russian republic, the Russian state, the Russian Soviet Federative Socialist Republic, the Russian Soviet Federative Socialist Republic, the Union of Soviet Socialist Republics, the Russian Federation directed to conquest, operation, assimilation of the Ukrainian people;

3) the russification component of the Russian imperial policy directed to imposing of use of Russian, promotion of the Russian culture as the highest in comparison with other national languages and cultures, replacement from the use of Ukrainian, narrowing of the Ukrainian cultural and information space;

4) the symbolics of the Russian imperial policy symbolics including:

a) any image of national flags, coats of arms and other symbols of the Russian kingdom (The Moscow kingdom), Russian Empire, Russian republic, Russian state, Russian Soviet Federative Socialist Republic, Russian Soviet Federative Socialist Republic, Union of Soviet Socialist Republics, Russian Federation;

b) anthems of the Russian Empire, Russian republic, Russian state, Russian Soviet Federative Socialist Republic, Russian Soviet Federative Socialist Republic, Union of Soviet Socialist Republics, the Russian Federation or their fragments;

c) the images, monuments, memorable signs, texts devoted to persons holding executive positions in the bodies of authority and management, the political organizations, parties, paramilitary groups of the Russian kingdom (The Moscow kingdom), the Russian Empire, the Russian republic, the Russian state, the Russian Soviet Federative Socialist Republic, the Russian Soviet Federative Socialist Republic, the Union of Soviet Socialist Republics, the Russian Federation, territorial educations, administrative and territorial units, including unrecognized which were created during realization of the Russian imperial policy on occupied annexed or otherwise occupied with the Russian kingdom (The Moscow kingdom), the Russian Empire, the Russian republic, the Russian State, the Russian Soviet Federative Socialist Republic, the Russian Soviet Federative Socialist Republic, The Union of Soviet Socialist Republics, the Russian Federation the territories, also participated or realization of the Russian imperial policy (except images, monuments, memorable signs, texts devoted to persons with protection of the political, economic, cultural rights of the Ukrainian people, development of the Ukrainian national statehood, science, culture), to employees of the Soviet state security agencies of all levels promoted;
