About legal status and celebration of memory of fighters for independence of Ukraine in the 20th century
This Law is directed to recognition of participants of fight for independence of Ukraine in the 20th century by the main subjects of fight for recovery of the state independence of Ukraine - fighters for independence of Ukraine in the 20th century, establishment of legal status of fighters for independence of Ukraine in the 20th century, determination of the right of such category of persons to receipt of the state and municipal social guarantees. This Law is also directed to recognition of awards and military degrees of fighters for independence of Ukraine in the 20th century, determination of the directions of state policy on recovery, preserving and celebrations of national memory of fight and fighters for independence of Ukraine in the 20th century and establishments of responsibility for violation of the legislation on the status of fighters for independence of Ukraine in the 20th century.
1. Fighters for independence of Ukraine in the 20th century persons who took part in all forms of the political, armed and other collective or individual fight for independence of Ukraine in the 20th century as a part of such authorities, the organizations, structures and forming are recognized:
1) authorities Ukrainskoy of the People's Republic, including, in particular, the Ukrainian Central Rada, the General secretariat Ukrainskoy of the Central Rada (Ukrainskoy of the People's Republic), Council of national ministers Ukrainskoy of the People's Republic, the Government Ukrainskoy of the People's Republic in exile (The state center Ukrainskoy of the People's Republic), the general secretariats, the ministries, Resort Ukrainskoy of the People's Republic, including in exile, diplomatic missions Ukrainskoy of the People's Republic abroad, regional authorities Ukrainskoy of the People's Republic, the All-Ukrainian national congress, the All-Ukrainian central insurgent committee (The central Ukrainian insurgent committee, VUTsPK, Tsupky), the Labour congress of Ukraine (The congress of the working people of Ukraine, the All-Ukrainian labor congress), Management Ukrainskoy of the People's Republic, the State national Council, Council of the Republic Ukrainskoy of the People's Republic, The Ukrainian National Council, the President Ukrainskoy of the People's Republic in exile;
2) authorities of the Ukrainian State (Getmanat), including, in particular, Council of Ministers of the Ukrainian State, Small Council of Ministers of the Ukrainian State, ministry of the Ukrainian State, diplomatic representations and the missions of the Ukrainian State abroad, regional authorities of the Ukrainian State, the Hetman, the State senate of the Ukrainian State, General court of the Ukrainian State;
3) authorities of the West Ukrainian People's Republic (The western area of the Ukrainian People's Republic), including, in particular, the Ukrainian National Council of the West Ukrainian People's Republic, the State secretariat of the West Ukrainian People's Republic (The western area of the Ukrainian People's Republic), the secretariats (ministries) of the West Ukrainian People's Republic (The western area of the Ukrainian People's Republic), embassies, diplomatic representations and missions of the West Ukrainian People's Republic (The western area of the Ukrainian People's Republic) abroad, regional authorities of the West Ukrainian People's Republic (The western area of the Ukrainian People's Republic), the president (dictator) of the West Ukrainian People's Republic (The western area of the Ukrainian People's Republic);
4) authorities of East Lemkovskaya (Komanchanskoy, Komanetsky) the Republic and the Huzul Republic, including justice, commandant's office of militia and the Commissariat of the county Sanitsky in Visloke Veliky, Huzul National Council;
5) authorities of the Carpathian Ukraine (the Subcarpathian Russia), including, in particular, Diet of the Carpathian Ukraine, the government of the Carpathian Ukraine, the ministry of the Carpathian Ukraine, regional authorities of the Carpathian Ukraine, the President of the Carpathian Ukraine;
6) military, safety, others the militaristic, militarized or paramilitarny forming and parts of the Ukrainian People's Republic, Ukrainian State (Getmanat), the West Ukrainian People's Republic, East Lemkovsky (Komanchanskoy, Komanetsky) the Republic and the Huzul Republic, the Carpathian Ukraine, including, in particular, the Ukrainian Sechevykh Streltsov (USS), Field army of the Ukrainian People's Republic, Galitsky army (the Ukrainian Galitsky Army), insurgent army of Ukraine, Organization of national defense "Carpathian Sech";
7) political parties, other public organizations before education and during existence of the Ukrainian People's Republic, the Ukrainian State, the West Ukrainian People's Republic (The western area of the Ukrainian People's Republic), the Carpathian Ukraine (the Subcarpathian Russia) which purpose of activities was receipt (recovery) or protection of independence Ukraine;
8) insurgent, guerrilla groups which operated on the territory of Ukraine in 1917-1930 and which purpose of activities were fight for obtaining, protection or recovery of independence of Ukraine, including groups of the Holodnoyarsky, Medvinsky republics, Volynsk insurgent (insurgent) army;
9) Ukrainian Military Organization (UMO);
10) Organization of the Ukrainian Nationalists (OUN);
11) People's liberation revolutionary organization (NORV);
12) Ukrainian Insurgent Army (UIA);
13) Ukrainian insurgent army of the ataman Taras Borovts (Potatoes) "Polesia Sech", Ukrainian National Revolutionary Army (UNRA);
14) the Ukrainian Main Liberating Council (UMLC), including Representation abroad of the Ukrainian Main Liberating Rada (ZP UGOR);
15) Anti-Bolshevist Block of the People (ABBP);
16) Ukrainian Helsinki union (group) (UHS, UGG);
17) the organizations of the Ukrainian liberation movement of the second half of the 20th century, including, in particular, the Our Change group, the organization by "Breakdown", Vasily Buchkovsky's group, the "Integrated Batch of Liberation of Ukraine" (IBLU) group, the Group of Young Insurgents (GYI) organization, Bogdan Stefanyuk's group, the underground organization "Objedineniye" (1956-1959), the Ukrainian national committee, the Ukrainian Workers' and Peasants' union (Hodorovsky group), the Ukrainian National Party, the Ukrainian Workers' and Peasants' Union (UWPU), the Ukrainian National Front, the Ukrainian national liberation front, the Union of the Ukrainian youth of Galichina, Stebnikovsky group, Rosokhatsky group, the Ukrainian public organization (UNO, UNF-2);
18) the organizations created by persons which underwent to political repressions for participation in fight for independence of Ukraine in the 20th century, in the Soviet prisons, camps or camp departments for fight for the civil or other laws;
19) People's Movement of Ukraine for reorganization (People's Movement of Ukraine) till August 24, 1991;
20) other organizations, structures or forming which existed throughout the 20th century (till August 24, 1991) and which purpose of activities was receipt (recovery) or protection of independence of Ukraine. The list of such organizations, structures and forming affirms the Cabinet of Ministers of Ukraine.
