1. Approve:

The regulations on procedure for conducting examination, approval or approval of the design estimates on production of geodetic and cartographic works (are applied);

The regulations on procedure for conducting examination of geodetic and cartographic materials and data (are applied).

2. Enter to subitem 16.5.1 of Item 16.5 of the single list of the ministerial procedures performed concerning subjects of the managing approved by the resolution of Council of Ministers of the Republic of Belarus of September 24, 2021 No. 548, the following changes:

state the column "Name of Ministerial Procedure" in the following edition:

"16.5.1. Approval or approval of the design estimates on production of geodetic and cartographic works of the state assignment, and also the geodetic and cartographic works of special purpose financed by means republican and (or) local budgets";

state the column "Term of Implementation of Ministerial Procedure" in the following edition:

"15 working days, and in case of completion of the design estimates – 25 working days".

3. Determine that in the territory of the Republic of Belarus are applied:

in case of accomplishment of geodetic and cartographic works of the state assignment:

the state frame of reference of coordinates – system of geodetic coordinates of 1995 (CK-95);

for calculation of geodetic coordinates – the sizes of referents-ellipsoid of Krasovsky with the following parameters: big half shaft – 6 378 245 meters, small half shaft – 6 356 863,019 of meter, compression – 1:298,3;

the state frame of reference of heights – the Baltic system of heights of 1977;

the state frame of reference of gravimetric measurements connected with Global absolute gravimetric frame of reference of GAGRS;

during creation, updating and the edition of the state topographic maps and the state topographical plans – large-scale row 1:1 000 000, 1:500 000, 1:200 000, 1:100 000, 1:50 000, 1:25 000, 1:10 000, 1:5000, 1:2000, 1:1000, 1:500;

for creation of single coordinate and time space – the International all-terrestrial frame of reference of ITRS;

for calculation of geocentric coordinates – the sizes of all-terrestrial ellipsoid of GRS 80 with the following parameters: big half shaft – 6 378 137 meters, small half shaft – 6 356 752,3141 of meter, compression – 1:298,257 222 101;

during creation and updating of the state navigation charts in the territory of settlements, industrial facilities – scale 1:10 000, in other territories – scale 1:100 000.

4. This resolution becomes effective since December 17, 2022.

Regulations on procedure for conducting examination, approval or approval of the design estimates on production of geodetic and cartographic works

1. 2. For the purposes of this provision terms and their determinations in the values established by the Law of the Republic of Belarus "About geodetic and cartographic activities" and the Law of the Republic of Belarus of October 28, 2008 No. 433-Z "About bases of ministerial procedures are used".

3. The design estimates on production of geodetic and cartographic works of the state assignment (further – the design estimates for works of the state assignment), and also the design estimates on production of the geodetic and cartographic works of special purpose financed by means republican and (or) local budgets are subject to examination (further – the design estimates for works of special purpose).

4. Expertize of the design estimates is carried out by the state specialized organizations authorized by the State committee on property (further if other is not established, – the State Property Committee) on conducting such examination (further – authorized organization), based on the agreement signed by authorized organization with the organization which constituted the design estimates (further – the organization originator).

5. Expertize of the design estimates is carried out for the purpose of establishment:

5.1. availability of the basis for creation of the design estimates;
