About change of resolutions of Council of Ministers of the Republic of Belarus

In pursuance of paragraph two of article 49 of the Law of the Republic of Belarus of June 30, 2022 "About the rights of disabled people and their social integration" the Council of Ministers of the Republic of Belarus DECIDES: No. 183-Z

1. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:

1.1. in Regulations on order of registration of acts of civil status and issue of documents and (or) references by the bodies registering acts of civil status, No. 1454 approved by the resolution of Council of Ministers of the Republic of Belarus of December 14, 2005:

in Item 8:

the second to state part in the following edition:

"Civil registration of the foreign citizens and stateless persons who are not knowing or is not enough knowing state languages of the Republic of Belarus, is made with the assistance of the translator invited by the interested person (interested persons). The full age capable person who is not interested in implementation of ministerial procedure, knowing languages which knowledge is necessary for transfer which supported the professional level by the relevant documents (the diploma, the copy of the service record, the certificate (certificate) on passing of the corresponding language course and another) can be the translator. In case of registration of the act of civil status by foreign institution necessary transfer can be made by the employee of foreign institution knowing the corresponding foreign language.";

add the Provision with Item 8-1 of the following content:

"8-1. If the deaf, mute or deaf-and-dumb citizen who addressed for civil registration is illiterate, registration of the act of civil status is made in the presence of the translator of sign language which qualification is supported by the relevant document.

Registration of the act of civil status with participation of the translator of sign language is made with observance of the requirements provided in part three of Item 8 of this provision.";

1.2. from paragraphs of the seventh and eighth of part four of Item 12 of the Regulations on procedure for the organization and conducting the centralized testing approved by the resolution of Council of Ministers of the Republic of Belarus of June 6, 2006 No. 714, of the word" except cases when disability was caused by illegal actions, because of alcoholic, drug, toxic intoxication, mutilation" to exclude;

1.4. in the resolution of Council of Ministers of the Republic of Belarus of December 13, 2007 No. 1738 "About approval of the Regulations on procedure for submission of documents based on which the realization of the right to the state social privileges, rights and guarantees is enabled by separate categories of citizens":

state the name in the following edition:

"About documents based on which the realization of the right to the state social privileges, rights and guarantees is enabled";

in preamble of the word "According to Article 6 of the Law of the Republic of Belarus of June 14, 2007" shall be replaced with words "Based on Item 1 of article 6 of the Law of the Republic of Belarus of June 14, 2007 No. 239-Z";

in Item 1:

exclude the word "enclosed";

add Item with the word "(is applied)";

in Regulations on procedure for submission of documents based on which the realization of the right to the state social privileges, rights and guarantees is enabled by separate categories of citizens, approved by this resolution:
