Each people which build free democratic society, aspire to that adopted laws were fair and humane, simple and available, completely corresponded to interests and human rights. The important role is played by improvement of legislative process, activity of the body adopting laws. This purpose was pursued by transition Oly Mazhlisa, being the supreme state representative body and carrying out legislature, on a bicameral system.

Creation of a two-chamber parliament promotes creation of system of controls and the counterbalances necessary for effective implementation by him of the powers, adoptions of the proved and weighed decisions and as a whole improvement of quality of legislative work.

The constitution reflecting commitment to human rights and social justice, and also laws adopted on its basis serve as the strong base of creation of the democratic constitutional state and strong civil society.

Creation of a two-chamber parliament became an important step on a way of improvement of the supreme bodies of the government according to the modern conditions, the standard standards of democracy. Began possible to change an order of preparation and adoption of acts that promotes improvement of quality of legislative work.

According to the Constitution of the Republic of Uzbekistan the state expresses will of the people, serves its interests. The referendum along with elections is direct expression of will of the people. The decisions accepted by a referendum, possess the highest validity and can be cancelled or changed only by a referendum way.

The order of carrying out a referendum in Uzbekistan is regulated in the Law "About a referendum of the Republic of Uzbekistan"

According to the Constitution of the Republic of Uzbekistan the right of a legislative initiative belongs:
  • To the president of the Republic of Uzbekistan;
  • To the Republic of Karakalpakstan in the person of its supreme representative body of the government;
  • to deputies of Legislative chamber;
  • To the cabinet of the Republic of Uzbekistan;
  • To the constitutional court of the Republic of Uzbekistan;
  • To the Supreme court of the Republic of Uzbekistan;
  • To the supreme economic court of the Republic of Uzbekistan;
  • To the general prosecutor of the Republic of Uzbekistan.

The right of a legislative initiative is realised by legal entities of a legislative initiative by means of entering into Legislative chamber of draughts of laws. (The law «About an order of preparation of draughts of laws and their entering into Legislative chamber Oly Mazhlisa of the Republic of Uzbekistan» )

Legislative process in Parliament of the Republic of Uzbekistan is regulated by the Constitutional Laws of the Republic of Uzbekistan "About Legislative chamber Oly Mazhlisa of the Republic of Uzbekistan" and "About the Senate Oly Mazhlisa of the Republic of Uzbekistan" .

The order of consideration of laws and resolutions in Parliament of Uzbekistan is settled in Laws "About Regulations of Legislative chamber Oly Mazhlisa of the Republic of Uzbekistan" and "About Senate Regulations Oly Mazhlisa of the Republic of Uzbekistan" .
