about accomplishment of the obligations following from international treaties of the Republic of Uzbekistan;
connected with appointment and release of officials.
The referendum is not held in the conditions of the wartime or state of emergency imposed in all territory of the Republic of Uzbekistan and also within three months after the termination of wartime or cancellation of emergency state.
The referendum is not held within year after official publication of results of referendum with same on content or in sense the formulation of question.
The legislation on referendum consists of the Constitution of the Republic of Uzbekistan, this Law and other acts of the legislation.
The referendum is held on the basis of general, equal and direct declaration of will of citizens in case of secret vote.

Any straight lines or indirect restrictions of the rights of citizens for participation in referendum depending on origin, social and property status, racial and national identity, floor, education, language, the relation to religion, sort and nature of occupations are forbidden.
The state bodies and public associations participating in preparation and holding referendum perform the activities publicly.
Preparation and holding referendum are performed by the commissions on holding referendum. They inform citizens on the work, on formation of sites for vote, on structure of the commissions, their location and operating time, acquaint with lists of the voting citizens, report about vote results
.Mass media of the Republic of Uzbekistan light the course of preparation and holding referendum.
On all actions for preparation and holding referendum have the right to be present observers from political parties of self-government institutions of citizens, initiative groups of citizens, representatives of mass media, observers from other states and the international organizations. Their powers shall be supported by the relevant documents.
The interested organizations, initiative groups of citizens declare the observers in the relevant territorial commissions at least in ten days prior to holding referendum.
The territorial commission
within five days after receipt of the statement from the interested organization, initiative group of citizens issues the mandate for the observer.
