1. Bring in the order of the acting minister of power industry of the Republic of Kazakhstan of May 29, 2015 No. 380 "About approval of regulations of the state services of the Department of Energy of the Republic of Kazakhstan in the field of oil and gas" (registered in the Register of state registration of regulatory legal acts at No. 11604, published on August 12, 2015 in the Information system of law of Ad_let) (further - the Order) the following changes:

4) of Item 1 to exclude the subitem;

2. To provide to department of the state inspection in oil and gas complex of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2), 3) and 4) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. The state service "Issue of Permissions to Burning in Torches of Associated and (or) Natural Gas during the Testing of Objects of Wells, Test Operation of the Field, Technologically Inevitable Combustion of Gas in case of Commissioning, Operation, Maintenance and Repair Work of Processing Equipment" (further - the state service) appears the Department of Energy of the Republic of Kazakhstan (further - the service provider).

Reception of applications and issue of results of rendering the state service is performed through:

The basis for the procedure (action) for rendering the state service is availability of the statement of the uslugopoluchatel in form according to the standard of the state service "Issue of Permissions to Burning in Torches of Associated and (or) Natural Gas during the Testing of Objects of Wells, Test Operation of the Field, Technologically Inevitable Combustion of Gas in case of Commissioning, Operation, Maintenance and Repair Work of Processing Equipment" approved by the order of the Minister of Energy of the Republic of Kazakhstan of February 23, 2015 No. 132 "About approval of standards of the state services of the Department of Energy of the Republic of Kazakhstan in the field of oil and gas", (registered in the Register of state registration of regulatory legal acts for No. 11279) (further - the Standard) with the enclosed documents (further - the statement), served to the service provider electronic method.

5. Contents of each procedure (action), being part of process of rendering the state service, accomplishment duration:

1) registration in day of receipt of the statement for receipt of the state service by the employee of office of the service provider who arrived through the portal from uslugopoluchatel and its transfer for consideration to management of the service provider;

2) acquaintance by management of the service provider within four hours with contents of the document and imposing of the resolution. Transfer of the document to the head of the relevant structural division of the service provider (further - the head of the service provider);

3) the choice by the head of the service provider within four hours of the ranking officer of structural division (further - the contractor);

4) the contractor within three working days checks reliability, and also compliance to the list specified in Item 9 of the Standard;

in case of completeness and reliability of the submitted documents:

preparation by the contractor of the project of permission;

approval by the head of the service provider of the project of permission within four hours;

signing by management of the service provider of the project of permission within four hours;

the employee of office of the service provider registers the project of permission in day of signing by management of the service provider;

in case of factual determination of incompleteness or unauthenticity of the submitted documents the contractor within the specified terms prepares the motivated answer about refusal in further review of the statement;

approval of the motivated answer about refusal in further review of the statement by the head of the service provider within four hours;

signing of the motivated answer about refusal in further review of the statement management of the service provider within four hours;

the employee of office of the service provider registers the motivated answer about refusal in further review of the statement in day of signing by management of the service provider.

6. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

1) the registered statement with the entering number;

2) the acquainted and written instructions;

3) contractor;

4) the considered document package;

5) completeness and reliability of the submitted documents;

6) the motivated answer about refusal:

the vised motivated answer about refusal;

the signed motivated answer about refusal;

the registered motivated answer about refusal with reference number;

7) result of rendering the state service:

the vised result of rendering the state service;

signed result of rendering the state service;

the registered result of rendering the state service with reference number.

Chapter 3. The description of order of interaction of structural divisions (workers) of the service provider in the course of rendering the state service

7. The list of structural divisions (workers) of the service provider who participate in process of rendering the state service:

1) employee of office of the service provider;

2) head of the service provider;

3) management of the service provider;

4) contractor.

8. The description of the sequence of procedures (actions) between structural divisions (workers) with indication of duration of each procedure (action):

1) registration in day of receipt of the statement for receipt of the state service by the employee of office of the service provider;

2) acquaintance by management of the service provider within four hours with contents of the document and imposing of the resolution. Transfer of the document to the head of the service provider;

3) the choice by the head of the service provider within four hours of the contractor;
