Make changes to the Federal regulations and rules of industrial safety of "The safety rule for the oil and gas industry" approved by the order of Federal Service for Environmental, Technological and Nuclear Supervision of March 12, 2013 No. 101 (registration No. 28222, the Bulletin of regulations of federal executive bodies, 2013 No. 24), according to appendix to this order is registered by the Ministry of Justice of the Russian Federation on April 19, 2013.

Consider the Instruction about procedure for the liquidation, preservation, wells and the equipment of their mouths and trunks approved by the resolution of the Federal inspectorate for mining and industry of Russia of May 22, 2002 No. 22 (which is not subject to application it is registered by the Ministry of Justice of the Russian Federation of August 30, 2002, registration No. 3759, the Russian newspaper, 2002 No. 174).

Changes in the Federal regulations and rules of industrial safety of "The safety rule for the oil and gas industry" approved by the Order of Federal Service for Environmental, Technological and Nuclear Supervision of March 12, 2013 No. 101

1. In the list of the used reducings in Federal regulations and rules of industrial safety of "The safety rule for the oil and gas industry", approved by the order of Federal Service for Environmental, Technological and Nuclear Supervision of March 12, 2013 No. 101" (further - Rules):

a) shall be replaced with words the words "PLA Plan of Localization and Mitigation of Consequences of Accidents" "PLA the actions plan on localization and mitigation of consequences of accidents";

b) shall be replaced with words the words "SKN Pumping Unit" "SKN the pumping unit oil";

c) shall be replaced with words the words "OOPS installation of preliminary dumping" "UPSV installation of preliminary dumping of reservoir water";

d) shall be replaced with words the words "GKS Main Compressor Station" "GKS gas-compressor station";

e) shall be replaced with words the words "RVS Reservoirs Vertical Steel" "RVS the reservoir vertical steel";

e) the words "PTEE of the Rule of the Technology of Operation of Electroinstallations of Consumers" shall be replaced with words "PTEE of User Rules for Operating Electrical Equipment";

g) add with paragraphs of the following content:

"GIS geophysical surveys of wells;

MPP interbedded overflows;

MCD intercolumned pressure.".

2. In Item 1 of Rules of the word "December 22, 2004." shall be replaced with words "on December 29, 2004"

"4. Actions plans on localization and mitigation of consequences of accidents according to the procedure, established by the Regulations on plan development of actions for localization and mitigation of consequences of accidents on hazardous production facilities approved by the order of the Government of the Russian Federation of August 26, 2013 No. 730 are developed for all OPO I, II, III classes of danger (The Russian Federation Code, 2013, No. 35, the Art. 4516). Special Sections PLA are developed according to appendix No. 1 to these rules.

perform actions for ensuring remote control of processes on OPO including registration of the parameters determining danger of engineering procedures, operations of systems of protection with the log entry of events and transfer to Rostekhnadzor of this information in electronic form.

"11.1. The list of the parameters (their quantity and set) determining danger of processes and subjects to remote control is established by the organization operating OPO proceeding from properties of the addressing substances and conditions of safe conducting engineering procedures.

Information on registration of the parameters determining danger of processes, and also on operation of systems of protection (with the log entry of events), transferred to the automated process control system of the operating organization (archiving) and Rostekhnadzor is stored within 3 months. In case of production of drilling operations, underground and workover their video registration with forming of videoarchive with use of electronic means of the data carriers providing possibility of information transfer in Rostekhnadzor is provided.".
