1. The Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) is the federal executive body performing functions on development and realization of state policy and normative legal regulation in the established field of activity, and also in the sphere of technological and atomic supervision, function on control and supervision in the sphere of safe operation, the connected with use of natural resources, industrial safety, safety when using atomic energy (except for activities for development, production, testing, operation and utilization of nuclear weapon and military nuclear power plants), safety of electrical and thermal units and networks (except household installations and networks), safety of hydraulic engineering constructions (except for navigable and port hydraulic engineering constructions), safety of production, storages and use of explosive materials of industrial function, and also special functions in the field of state security in the specified sphere.
The Federal Service for Environmental, Technological and Nuclear Supervision is:
authorized body of state regulation of safety when using atomic energy (body of federal state supervision in the field of use of atomic energy);
authorized body in the field of industrial safety (body of federal state supervision in the field of industrial safety);
body of the state mountain supervision;
body of federal state energy supervision;
body of federal state construction supervision;
regulating authority according to the Convention on Nuclear Safety and the Integrated convention on safety of the treatment of the fulfilled fuel and about safety of the treatment of radioactive waste, and also competent authority of the Russian Federation according to the Amendment to the Convention on physical protection of nuclear material.
The Federal Service for Environmental, Technological and Nuclear Supervision performs in the part concerning functions in the established field of activity, powers of bodies which in international treaties of the Russian Federation act as the bodies performing the necessary measures directed to accomplishment of the obligations of the Russian Federation following from these agreements.
2. Management of activities of Federal Service for Environmental, Technological and Nuclear Supervision is performed by the Government of the Russian Federation.
