Article 1

Part the sixth article 16 of the Federal Law of November 30, 1995 No. 187-FZ "About the continental shelf of the Russian Federation" (The Russian Federation Code, 1995, No. 49, Art. 4694; 1999, No. 7, Art. 879; 2003, No. 27, Art. 2700; 2004, No. 35, Art. 3607; 2006, No. 45, Art. 4640; 2009, No. 52, Art. 6440; 40, the Art. 5038) to state 2013, to No. in the following edition:

"About creation of artificial islands, installations and constructions, and also about complete or partial removal of artificial islands, installations and constructions with indication of depth, geographical coordinates, the sizes of those artificial islands, installations and constructions which are removed not completely the physical persons and legal entities which are in accordance with the legislation of the Russian Federation in the field of ensuring transport safety with subjects of transport infrastructure and (or) builders of objects of transport infrastructure report about establishment around them of safety areas in the federal executive body performing functions on development of state policy and normative legal regulation in the field of transport for publication in "Notices to seafarers". 3. The acts provided by parts one or the second this Article, made by group of persons by previous concert or which entailed the death of the person on imprudence -

are punished by forced labor for a period of up to five years with deprivation of the right to hold certain positions or to be engaged in certain activities for a period of up to three years or without that or imprisonment for a period of up to seven years with deprivation of the right to hold certain positions or to be engaged in certain activities for a period of up to three years or without that.

4. The acts provided by parts one or the second this Article, made by organized group or which entailed the death of two and more persons on imprudence -

are punished by imprisonment for a period of five up to eight years with penalty at the rate to one million rubles or in the amount of the salary or other income of the convict for the period up to three years or without the right, that with deprivation, to hold certain positions or to be engaged in certain activities for a period of up to three years or without that.

Article 3

"Article 4.1. Artificial islands, installations and constructions in internal sea waters and in the territorial sea of the Russian Federation

1. For the purposes of this Federal Law artificial islands are understood stationary fixed according to the project documentation on their creation in the location in internal sea waters, in the territorial sea of the Russian Federation as objects (artificially built designs) having alluvial, bulk, pile and (or) other not floating basic bases acting over water surface in case of the maximum inflow.

2. For the purposes of this Federal Law installations, constructions are understood flexibly or stationary fixed according to the project documentation on their creation in the location in internal sea waters, in the territorial sea of the Russian Federation as stationary and floating (mobile) drilling rigs (platforms), sea floating (portable) platforms, sea stationary platforms and other objects, and also underwater constructions (including wells).".

installations, constructions - flexibly or the stationary and floating (mobile) drilling rigs (platforms), sea floating (portable) platforms, sea stationary platforms and other objects, and also underwater constructions which are stationary fixed according to the project documentation on their creation in the location in exclusive economic zone of the Russian Federation (including wells).".

Article 76 of the Maritime Code of the Russian Federation (Russian Federation Code, 1999, No. 18, Art. 2207; 2007, No. 46, Art. 5557; 2009, No. 1, Art. 30; 2011, No. 25, Art. 3534; 2012, No. 18, Art. 2128; No. 30, the Art. 4058) to add 2013, with paragraphs of the following content:

"ensuring transport safety of the water area of seaport, including taking measures to prevention, the termination illegal stays and movements of ocean and other ships in the seaport water area;

informing the federal executive bodies authorized in the field of transport safety on threat of making or on making of acts of illegal intervention in seaport.".
