I ORDER:

1. Bring in the order of the Deputy prime minister - the Minister of national economy of the Republic of Kazakhstan of May 27, 2025 No. 35 "About approval of Rules, terms of development and structure of Sections of the forecast of social and economic development, including the forecast of social and economic development of the region, the city of republican value, the capital" the following changes:

4. To impose control of execution of this order on the first vice-minister of national economy of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules, terms of development and structure of Sections of the forecast of social and economic development, including forecast of social and economic development of the capital, area, city of republican value

Chapter 1. General provisions

1. These rules, terms of development and structure of Sections of the forecast of social and economic development, including the forecast of social and economic development of the capital, area, city of republican value (further - Rules) are developed according to Item 6 of Article 51 of the Budget code of the Republic of Kazakhstan and the subitem 2) of Item 3 of article 16 of the Law of the Republic of Kazakhstan "About the state statistics" and determine procedure, terms of development and structure of Sections of the forecast of social and economic development, including the forecast of social and economic development of the capital, area, city of republican value.

2. In these rules the following basic concepts are used:

1) the Internet portal of open budgets - the object of informatization providing placement of budget reports, consolidated financial statements, civil budget, results of the state audit and financial control, and also public discussion of drafts of budget programs and reports on implementation of budget programs;

2) the forecast of social and economic development (further - the Forecast of development) - the document determining parameters of social and economic development of the Republic of Kazakhstan, the capital, area, city of republican value based on the long-term forecast of development of the Republic of Kazakhstan;

3) the long-term forecast of development of the Republic of Kazakhstan - the document determining forecast condition of economic, macroeconomic indicators and public finances for forming of tax and budget policy is also applied in case of determination of financial security of documents of System of state planning of the Republic of Kazakhstan in case of their development;

4) documents of System of state planning - National development plan for the Republic of Kazakhstan, Strategy of homeland security of the Republic of Kazakhstan and development plans for state bodies, development plans for the capital, area, city of republican value, development plans for national managing holdings, national holdings and national companies;

5) the central authorized body on budget policy - the central executive body performing management and also in limits, stipulated by the legislation the Republic of Kazakhstan, cross-industry coordination in the field of budget policy, including in the field of development of budget system, management of public finances and forecasting of the income, economic policy, policy of investment attraction, public-private partnership, the state investment projects, the interbudget relations, the state and guaranteed by the state borrowing and debt, management of the state assets, attraction and within the competences established by the Budget code, uses of grants.

3. The forecast of development at the republican level is developed 1 (one) time a year on the sliding basis for planning period taking into account the long-term forecast of development of the Republic of Kazakhstan, documents of System of state planning in the Republic of Kazakhstan, president's letters of the Republic of Kazakhstan to the people of the Republic of Kazakhstan about provision in the country and about the main directions of domestic and foreign policy of the Republic of Kazakhstan.

4. The forecast of indicators of social and economic development and budget parameters for second and third of planning period has indicative character and is approved in the Forecast of development for the next planning period taking into account changes of the forecast of the main macroeconomic indicators, monitoring and assessment of results, other internal and external factors.

5. The forecast of development is developed at the republican level of public administration and at the level of the capital, area and the city of republican value.

6. The forecast of development is developed by the central authorized body on budget policy and local authorized body on state planning of the capital, area, city of republican value, approved by the Government of the Republic of Kazakhstan or local executive body (akimat) of the capital, area, city of republican value and is subject to publication on official Internet resources, including on the Internet portal of open budgets.

7. The forecast of development at the level of the capital, area and the city of republican value is developed on the sliding basis for planning period taking into account parameters of the Forecast of development at the republican level once a year.

8. The forecast of development at the level of the capital, area and the city of republican value is basis for development of local budgets of the capital, area, the city of republican value, the area (the city of regional value), the city of district value, the village, the settlement, the rural district.

9. The forecast of indicators of social and economic development for planning period is specified taking into account changes of internal and external conditions of development of economy.

Chapter 2. Procedure and terms of development of the forecast of social and economic development at the republican level of public administration

10. Development of the Forecast of development at the republican level is performed by the central authorized body on budget policy together with the interested state bodies and the organizations.

11. The central state bodies according to methodological ensuring measure calculations of the Forecast of development in the supervised industry no later than April 15 of the year preceding the planned period represent to the central authorized body on budget policy the forecast of indicators and information to Sections of the Forecast of development at the republican level according to the list of information for the forming of Sections of the forecast of social and economic development and indicators necessary for calculation of forecast parameters of social and economic development of the Republic of Kazakhstan, and in forms according to appendix 1 to these rules.

The authorized body on budget policy if necessary uses the forecast data of National Bank published on its official Internet resource.

In case of failure to provide the forecast of indicators from the central state bodies in time, the authorized body on budget policy applies own assessment of forecast indicator.

12. The central authorized body on budget policy no later than May 15 of the year preceding the planned period develops versions of forecasts of indicators of social and economic development for the forthcoming planned period and sends it to the central authorized body on budget implementation, the central authorized body on state-owned property.

13. The central authorized body on budget implementation, the central authorized body on state-owned property on the basis of versions of forecasts of indicators of social and economic development no later than May 20 of the year preceding the planned period sends to the central authorized body on budget policy versions of forecasts of repayment of budget credits, sales proceeds of financial assets of the state and debt obligations of public sector.

14. The central authorized body on budget policy no later than June 1 of the year preceding the planned period develops versions of forecasts of indicators of social and economic development, including versions of forecasts of budget parameters, for the forthcoming planned period and submits for consideration of the Republican budget commission (further - the Commission).

15. The central authorized body on budget policy taking into account the decision of the Commission on versions of forecasts of indicators of social and economic development directs the basic option of indicators of social and economic development approved by the Commission, including basic version of the forecast of budget parameters, to the forthcoming planned period in the central authorized body on budgetary planning.

16. The central authorized body on budget policy no later than August 1 of the year preceding the planned period creates and submits for consideration of the Commission the draft of the Forecast of development at the republican level.

17. The central authorized body on budget policy no later than August 15 of the year preceding the planned period submits for consideration in the Government of the Republic of Kazakhstan the draft of the Forecast of development at the republican level.

18. The Forecast of development approved by the Government of the Republic of Kazakhstan at the republican level no later than October 1 of the year preceding the planned period after entering into Kurultai of the Republic of Kazakhstan, is published on official Internet resource, including on the Internet portal of open budgets of the central authorized body for budget policy and goes to the Highest auditor chamber of the Republic of Kazakhstan and the central authorized body on budgetary planning.

Chapter 3. Procedure and terms of development of the forecast of social and economic development of the capital, area and city of republican value

19. Development of the Forecast of development at the level of the capital, area and the city of republican value is performed by authorized body on state planning of the capital, area, city of republican value together with authorized body on budget implementation of the capital, area, city of republican value within the competences determined by local executive body (akimat) of the capital, area, city of republican value.

20. Executive bodies of the capital, area (the area (the city of regional value), the office of the akim of the city of district value, the village, settlement, rural district), the cities of republican value and authorized bodies on state planning of areas (the city of regional value) according to forms according to appendix 2 to these rules, no later than August 15 of the year preceding the planned period represent on the competences determined by local executive body (akimat) of the capital, area, city of republican value to authorized body on state planning of the capital, area, city of republican value, authorized body on budget implementation of the capital, area, city of republican value the forecast of indicators and information to Sections of the Forecast of development at the level of the capital, area and the city of republican value.

The authorized body on state planning of the capital, area, city of republican value based on information obtained from authorized bodies on state planning of areas (the cities of regional value) and executive bodies of the capital, area (the area (the city of regional value), the office of the akim of the city of district value, the village, the settlement, the rural district), the cities of republican value, taking into account parameters, the Forecast of development approved by the Government of the Republic of Kazakhstan at the republican level, no later than September 15 of year, to the preceding planned period, creates and submits for consideration of the budget commission of the capital, area, city of republican value the draft of the Forecast of development at the level of the capital, area and the city of republican value, in forms according to appendix 3 to these rules.

22. The authorized body on state planning of the capital, area, city of republican value taking into account the positive conclusion of the budget commission of the capital, area, the city of republican value no later than October 1 of the year preceding the planned period submits for consideration in local executive body (akimat) of the capital, area, city of the republican Forecast of Development value at the level of the capital, area and the city of republican value.

23. The forecast of development at the level of the capital, area and the city of republican value no later than October 15 of the year preceding the planned period is approved by local executive body (akimat) of the capital, area, city of republican value.

24. The approved Forecast of development at the level of the capital, area and the city of republican value along with entering by local executive body (akimat) of the capital, area, city of republican value into the relevant local representative body (maslikhat), is published on official Internet resource, including on the Internet portal of open budgets and goes to audit committee of the capital, area, city of republican value and authorized body on budget implementation of the capital, area, city of republican value.

Chapter 4. Refining of the forecast of social and economic development

25. Refining of the Forecast of development is change of indicators of social and economic development of the Republic of Kazakhstan, the capital, area, city of republican value by means of modification of the Forecast of development approved by the Government of the Republic of Kazakhstan or local executive body (akimat) at the republican level or at the level of the capital, area and the city of republican value.

26. Refining of the Forecast of development is performed in case of change of external and internal conditions of development of economy.

27. Modification of the approved Forecast of development is considered by the Commission or the budget commission of the capital, area, city of republican value, is approved by the Government of the Republic of Kazakhstan or local executive body (akimat) of the capital, area, city of republican value.

The specified Forecast of development is subject to publication on official Internet resource, including on the Internet portal of open budgets of the central authorized body for budget policy and authorized body on state planning of the capital, area, city of republican value.

28. When refining the Forecast of development the requirements for development and approval of the Forecast of development established by these rules are observed.

Chapter 5. Structure of Sections of the forecast of social and economic development

29. The forecast of development developed at the republican level of public administration consists of the following Sections:

1) results of social and economic development of the Republic of Kazakhstan for the previous accounting period and assessment of social and economic country situation taking into account the factors influencing economy, the current year;

2) the analysis of parameters and the reasons of discrepancy of reporting indicators of social and economic development of the country with forecast data of the Forecast of the development at the republican level approved in reporting financial year and indicators of social and economic development of the Forecast of development at the republican level with the long-term forecast of development of the Republic of Kazakhstan;

3) the analysis of realization of the main directions of tax and budget policy and current status of public finances, including observance of budget rules and target reference points;

4) the analysis of the amounts and reasons of discrepancy for the same period of forecast data with forecast data of the forecast of the social and economic development approved in reporting financial year and with the long-term forecast of development of the Republic of Kazakhstan;

5) external and internal conditions of development of economy, perspective of development of world economy and economy of the Republic of Kazakhstan according to international financial institutions;

6) risks of social and economic development of the country;

7) options of social and economic development of the country for planning period;

8) key parameters of public finances for planning period;

9) the basic forecast of indicators of social and economic development of the Republic of Kazakhstan for planning period for form 1 according to appendix 4 to these rules;

10) the basic forecast of budget parameters and National fund of the Republic of Kazakhstan for planning period for form 2 according to appendix 4 to these rules;

11) the basic forecast of parameters of debt obligations of public sector for planning period for form 2 according to appendix 4 to these rules.

30. The forecast of development developed at the level of the capital, area and the city of republican value consists of the following Sections:

1) results of social and economic development of the capital, area, city of republican value and realization of the main directions of tax and budget policy for previous year;

2) the analysis of parameters and the reasons of discrepancy of reporting indicators of social and economic development of the capital, area and city of republican value with forecast data of the Forecast of development at the level of the capital, area and the city of the republican value approved in reporting financial year;

3) tendencies and main directions of social and economic development of the capital, area, city of republican value;

4) risks of social and economic development of the capital, area, city of republican value;

5) factors of economic growth and the forecast of indicators of social and economic development of the capital, area, city of republican value, the area, city of regional value for planning period in forms 1 and 2 according to appendix 3 to these rules;

6) the forecast of budget parameters of the capital, area, city of republican value for the planning period including the forecast of receipts and expenses of the budget of the capital, area (by areas (the cities of regional value), the city of district value, villages, settlements, rural districts), the cities of republican value in form 3 according to appendix 3 to these rules.

31. Indicators of social and economic development of the area (the city of regional value) and budget parameters of the area (the cities of regional value), the cities of district value, the village, the settlement, the rural district are specified as a part of the Forecast of development at the level of area by areas (the cities of regional value) and the cities of district value, villages, settlements, rural districts.

32. The central authorized body on budget policy (local authorized body on state planning of the capital, area, city of republican value) additional forecast indicators of social and economic development and budget parameters join.

33. The methodological management and coordination of activities of the central and local executive bodies, other state organizations in case of development of the Forecast of development is performed by the central authorized body on budget policy.

34. Methodological ensuring measure calculations of the Forecast of development is performed by the relevant central authorized state bodies on competence, according to procedure for development of the Forecast of development, in forms according to appendix 1 to these rules.

35. Methodological ensuring calculations of forecast data on condition of public finances of the Forecast of development is performed by the central authorized body on budget policy.

36. Coordination of activities of executive bodies of the capital, areas (areas (the cities of regional value), offices of akims of the cities of district value, villages, settlements, rural districts), the cities of republican value in case of development of the Forecast of development at the level of the capital, area and the city of republican value is performed by authorized body on state planning of the capital, area, city of republican value.
