About the state statistics

This Law governs the public relations arising in the course of the state statistical activities and also in case of determination of quality of administrative data, and is directed to satisfaction of requirement of society, state and international community for official statistical information.

Chapter 1. General provisions

Article 1. The basic concepts used in this Law

In this Law the following basic concepts are used:

1) No. 115-VIII ZRK is excluded according to the Law of the Republic of Kazakhstan of 05.07.2024

1-1) specially created commission - the commission created for the solution of the organizational and instructive matters connected with preparation and carrying out national census;

1-2) agricultural censuses - the statistical observation including process of collection, data processing about structure and condition of agricultural industry, the analysis and distribution of official statistical information;

2) administrative sources - the central and local executive bodies, akims of the settlement, village, rural district, National Bank of the Republic of Kazakhstan and other state bodies performing collection of accounting or other data in implementation process of strategic, regulating, realizable or control functions according to the legislation of the Republic of Kazakhstan, except for statistical activities;

3) administrative data - individual quantitative (measured by means of numbers) and (or) high-quality (built by certain principle and (or) sign) data on physical person or legal entity and the data of pokhozyaystvenny accounting created by administrative sources, except for primary statistical and alternative data;

3-1) schedule of submission of administrative data - the document containing data on the administrative sources representing administrative data to authorized body in the field of the state statistics on frequency and terms of submission of administrative data;

3-2) registration of the prices - monitoring of the prices on the basis of nation-wide statistical observations about the prices (rates) for goods and services, administrative and alternative data;

3-3) alternative data - the data which are not primary statistical or administrative data;

3-4) primary statistical data - the data obtained or registered in statistical forms;

4) departmental statistical observation - the statistical observation made by the state bodies and National Bank of the Republic of Kazakhstan, except for authorized body in the field of the state statistics authorized on carrying out statistical works according to the plan of statistical works;

4-1) product of data - the product created on the basis of processing of alternative data;

4-2) controller of data - the expert in the field of information and communication technologies of the subject of the state monopoly in the field of the state statistics involved when carrying out the state control concerning administrative sources to quality evaluation of administrative data;

4-3) quality of data - the characteristic showing degree of suitability of data to use according to the legislation of the Republic of Kazakhstan;

5) nation-wide statistical observation the statistical observation made by authorized body in the field of the state statistics;

5-1) interviewer - person performing poll of respondents and households when carrying out nation-wide statistical observations and national censuses;

6) the state statistics - production of official statistical information;

7) authorized body in the field of the state statistics (further - authorized body) - the state body performing management, and also cross-industry coordination in the field of the state statistics, determining quality of administrative data within the competence;

7-1) No. 141-VII ZRK is excluded according to the Law of the Republic of Kazakhstan of 14.07.2022

8) the user - the person addressing for receipt of official statistical information and (or) using it;

9) official statistical information - the statistical information created by bodies of the state statistics according to the plan of statistical works and when carrying out national census;

10) the schedule of distribution of official statistical information - the document providing users with data on the statistics created by bodies of the state statistics according to the plan of statistical works;

11) the respondent - the physical person or legal entity and its structural and separate divisions representing data on subject to statistical observation according to statistical methodology;

12) the schedule of representation by respondents of primary statistical data - the document containing the information about circle of respondents, names of statistical observations, frequency and terms of representation by respondents of primary statistical data and the state body responsible for collection of primary statistical data;

13) statistical information - the aggregative data obtained in processing of primary statistical data and (or) administrative, and (or) alternative data;

14) statistical methodology - set of the evidence-based acceptances approved in accordance with the established procedure, methods and methods used in statistical activities;

15) statistical observation - scientifically organized collection of primary statistical data on subject to statistical observation;

16) subject to statistical observation - social and economic object and (or) the phenomenon or their set about which quantity and (or) quality characteristics shall be collected;

17) the plan of statistical works - the plan of carrying out nation-wide and departmental statistical observations, except for national censuses, determining terms of collection of primary statistical data, submission of administrative and alternative data, and also terms of forming of official statistical information;

18) statistical activities - the process including planning of these activities, development of statistical methodology, carrying out statistical observation, processing, the analysis, protection and storage of primary statistical, administrative and alternative data, forming and distribution of statistical information;

19) statistical form - the form of the statistical document (the form, reporting form, the questionnaire, the questionnaire, the schedule and other forms) on the paper or electronic medium intended for obtaining or registration in accordance with the established procedure of primary statistical data;
