About approval of Rules, terms of development, structure and contents of the long-term forecast of development of the Republic of Kazakhstan, order of interaction of state bodies

According to Item 6 of Article 50 of the Budget code of the Republic of Kazakhstan and the subitem 2) Item 3 of article 16 of the Law of the Republic of Kazakhstan "About the state statistics" PRIKAZYVAYU:

1. Approve the enclosed Rules, development terms, structure and contents of the long-term forecast of development of the Republic of Kazakhstan, order of interaction of state bodies.

2. To provide to department of the macroeconomic analysis and forecasting of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation within five working days from the date of signing of this order its direction for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan and on Internet resource of the Ministry of national economy of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the first vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules, development terms, structure and contents of the long-term forecast of development of the Republic of Kazakhstan, order of interaction of state bodies

Chapter 1. General provisions

1. These rules, development terms, structure and contents of the long-term forecast of development of the Republic of Kazakhstan, order of interaction of state bodies (further – Rules) are developed according to Item 6 of Article 50 of the Budget code of the Republic of Kazakhstan and the subitem 2) of Item 3 of article 16 of the Law of the Republic of Kazakhstan "About the state statistics" and determine procedure, development terms, structure and contents of the long-term forecast of development of the Republic of Kazakhstan, order of interaction of state bodies in case of its creation.

2. In these rules the following basic concepts are used:

1) the Internet portal of open budgets – the object of informatization providing placement of budget reports, consolidated financial statements, civil budget, results of the state audit and financial control, and also public discussion of drafts of the budget programs and reports on implementation of the budget programs;

2) documents of System of state planning – National development plan for the Republic of Kazakhstan, Strategy of homeland security of the Republic of Kazakhstan and development plans for state bodies, development plans for area, city of republican value, capital, development plans for national managing holdings, national holdings and national companies;

3) the long-term forecast of development (further – the Long-term forecast) – the document determining forecast condition of economic, macroeconomic indicators and public finances for forming of the tax and budget policy is also applied in case of determination of financial security of documents of System of state planning of the Republic of Kazakhstan in case of their development;

4) the central authorized body on the budget policy – the central executive body performing management and also in limits, stipulated by the legislation the Republic of Kazakhstan, cross-industry coordination in the field of the budget policy, including in the field of development of the budget system, management of public finances and forecasting of the income, economic policy, policy of investment attraction, public-private partnership, the state investment projects, the interbudget relations, the state and guaranteed by the state borrowing and debt, management of the state assets, attraction and within the competences established by the Budget code, uses of grants;

5) the central authorized body on budget implementation – the central executive body performing management and also in limits, stipulated by the legislation the Republic of Kazakhstan, cross-industry coordination in the field of budget implementation, conducting financial accounting, the budget accounting and budget reports on execution of the republican budget and within the competence – local budgets, off-budget funds.

3. The long-term forecast is developed once in 3 (three) years for the ten-year period on the basis of the data represented by the central authorized bodies and other participants of state planning.

4. The long-term forecast is developed at the republican level of public administration by the central authorized body on the budget policy together with the central authorized body on budgetary planning, the central authorized body on budget implementation and other interested state bodies, approved by the Government of the Republic of Kazakhstan and is subject to publication on official Internet resource, including on the Internet portal of open budgets of the central authorized body for the budget policy.

5. The long-term forecast is not specified and not adjusted during the refining and adjustment of the budget.

Chapter 2. Procedure and terms of development of the long-term forecast of development of the Republic of Kazakhstan

6. Development of the Long-term forecast is performed by the central authorized body on the budget policy together with the interested state bodies and the organizations.

7. The central state bodies according to methodological ensuring measure calculations of the Long-term forecast in the supervised industry once in 3 (three) years no later than April 15 of the year preceding the planned period represent to the central authorized body on the budget policy the forecast of indicators and information to Sections of the Long-term forecast in compliance with the list of information necessary for calculation of forecast parameters of the Long-term forecast, and in forms according to appendix 1 to these rules.

The authorized body on the budget policy if necessary uses the forecast data of National Bank published on its official Internet resource.

In cases of failure to provide the forecast of indicators from the central state bodies in time, the established in part one of this Item, authorized body on the budget policy applies own assessment of forecast indicator.

8. The central authorized body on the budget policy no later than May 15 of the year preceding the planned period develops the alternative forecast of indicators of the Long-term forecast for the forthcoming planned period and sends it to the central authorized body on budget implementation and the central authorized body on state-owned property.

9. The central authorized body on budget implementation, the central authorized body on state-owned property on the basis of the alternative forecast of indicators of the Long-term forecast no later than May 20 of the year preceding the planned period sends to the central authorized body on the budget policy the alternative forecast of repayment of budget credits, sales proceeds of financial assets of the state and debt obligations of public sector.

10. The central authorized body on the budget policy no later than June 1 of the year preceding the planned period develops the alternative forecast of indicators of the Long-term forecast, including the alternative forecast of the budget parameters, for the forthcoming planned period and submits for consideration of the Republican budget commission (further – the Commission).

11. The central authorized body on the budget policy together with the interested central executive bodies and the organizations till July 15 of the year preceding the planned period:

1) carries out assessment of effect of the public expenditures on budget investments and effect of the public expenditures on economic growth;

2) the analysis of realness of the chosen purposes, target indicators, tasks, indicators of results in industry and the sphere taking into account the Technique of development, realization, carrying out monitoring and adjustment of the National development plan for the Republic of Kazakhstan, development plans for state bodies, development plans for areas, the cities of republican value, the capital approved by the order of the Minister of national economy of the Republic of Kazakhstan of October 25, 2021 No. 93 creates information on variations from indicators of results and their reasons (it is registered in the Register of state registration of regulatory legal acts for No. 24908).

12. The central authorized body on the budget policy no later than August 1 of the year preceding the planned period creates and submits the draft of the Long-term forecast for consideration of the Commission.

13. The draft of the Long-term forecast after approval by the Commission within 3 (three) working days is submitted for consideration in the Government of the Republic of Kazakhstan.

14. The Long-term forecast approved by the Government of the Republic of Kazakhstan no later than October 1 of the year preceding the planned period is published on official Internet resource, including on the Internet portal of open budgets of the central authorized body for the budget policy.

Chapter 3. Structure and contents of the long-term forecast of development of the Republic of Kazakhstan

15. The long-term forecast consists of the following Sections:

1) results of social and economic development of the Republic of Kazakhstan for the last decade;

2) the analysis flowing (at the time of forming of the Long-term forecast) situation and tendencies in economy industries taking into account the factors influencing economy;

3) options of external and internal conditions of social and economic development of the Republic of Kazakhstan, including according to international financial institutions, including forecasts of growth of world economy and economy of the Republic of Kazakhstan, the prices of the main export goods in the world goods markets;

4) risks of social and economic development of the country for the long-term period;
