I ORDER:

1. Approve the enclosed list of some orders of the Minister of Agriculture of the Republic of Kazakhstan to which changes and additions are made (further - the List).

2. To provide to committee of veterinary control and supervision of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication, except for paragraphs of the fifty sixth, fifty seventh, hundred fifth, hundred sixth, hundred seventh, hundred eighth, hundred ninth, hundred tenth, hundred eleventh, hundred twelfth, hundred thirteenth, hundred fourteenth, hundred fifteenth, hundred sixteenth, hundred seventeenth, hundred nineteenth, hundred twentieth Item 2 of the List which become effective since July 12, 2026, and is subject to official publication.

In the order of the Minister of Agriculture of the Republic of Kazakhstan of June 2, 2010 No. 367 "About approval of Rules of forming and maintaining the database on identification of farm animals and issues of the statement from it" (it is registered in the Register of state registration of regulatory legal acts at No. 6321):

in Rules of forming and maintaining the database on identification of farm animals and the issues of the statement from it approved by the specified order:

state Item 25 in the following edition:

"25. Introduction of the data specified in Item 21 of these rules into the database, except for veterinary actions (preventive vaccination, allergic, diagnostic testings, identification of animals) is made no later than 1 (one) working day from the date of approach of events, including according to the issued veterinary documents (the veterinary reference, the veterinary certificate), and (or) notices of physical persons and legal entities according to the subitem 6) of article 25 of the Law, and (or) by results of the state veterinary health control and supervision.

Entering of data into the database on veterinary actions (preventive vaccination, allergic researches, diagnostic testings, identification of animals) is carried out in the course of holding veterinary actions, but no later than 5 (five) working days from the date of their carrying out.

Entering of data into the database on results of allergic researches is carried out within 5 (five) working days from the date of reading of allergic researches.

Entering of data into the database on results of diagnostic testings is carried out within 1 (one) working day from the date of receipt of results of diagnostic testings.

Correction (editing), the entered data in the database on veterinary actions (preventive vaccination, allergic researches, diagnostic testings, identification of animals) within 3 (three) calendar days from the date of entering of data into the database is allowed.".

2. In the order of the Minister of Agriculture of the Republic of Kazakhstan of June 29, 2015 No. 7-1/587 "About approval of Veterinary (veterinary and sanitary) rules" (it is registered in the Register of state registration of regulatory legal acts at No. 11940):

in the Veterinary (veterinary and sanitary) rules approved by the specified order:

"15) approval of the specifications and technical documentation on new, advanced veterinary medicines, feed additives according to the Rules of approval of the specifications and technical documentation on new, advanced veterinary medicines, feed additives approved by the order of the Minister of Agriculture of the Republic of Kazakhstan of November 28, 2014 No. 7-1/625 (it is registered in the Register of state registration of regulatory legal acts at No. 10298);";

"16) observance of the requirements established by the legislation of the Republic of Kazakhstan in the field of veterinary science and regulatory legal acts in the field of sanitary and epidemiologic wellbeing of the population.";

state Item 29 in the following edition:

"29. In case of cattle mortuary construction (biothermal hole) in the center of the site dig out hole length and 3 meters wide and 10 meters in depth, except for places where at depth of 5-6 meters there are ground waters (taking into account land relief). Walls of hole spread from waterproof material and remove higher than the level of the earth on 40 centimeters to 1 meter with the blind area device. "30-1. Cattle mortuaries on burial of corpses of the animals who fell from anthrax on all perimeter are fenced with concrete fence height of at least 1,5 of meters excluding access for people and animals with designation in the form of the plate - "Anthrax" (with date of emergence of disease).

Corpses of the animals who fell from anthrax and also products and raw materials of animal origin are burned in special installations. The cindery remaining balance is placed in Bekkari's holes.

The place of forced slaughter, opening of corpse of the animal who fell from anthrax is carefully burned, carry out disinfection by medicines with sporitsidny properties with monitoring them on efficiency, then pour over 20% - ny solution of chloric lime, the soil is dug over on depth of 25 centimeters and mixed with dry chloric lime from calculation one part of lime on three parts of the soil containing at least 25% of active chlorine. In case of impossibility to determine the place of burial of the animals who fell from anthrax by veterinary and sanitary cards, cadastral data, the sanitary and epidemiologic conclusions, by commission researches on the area, the place of burial of the animals who fell from anthrax is considered unspecified (there are no reference points, but data on case of animals are specified in cadastral data, the statement that in Item, this stationary unsuccessful on anthrax, there is epizootic center is drawn up, but the cattle mortuary on burial of corpses of the animals who fell from anthrax is not found). Separate from the territory of objects settlements the sanitary protection zone according to Health regulations.

In the conditions of emergency situation monitoring of condition of the soil in the territories of the cattle mortuaries intended for burial of corpses of the animals who fell from anthrax with sampling of the soil for laboratory research on availability of the causative agent of anthrax is performed.";

add with Item 72-1 of the following content:

"72-1. Restrictive actions are removed the solution of MIO based on representation of the chief state veterinary health inspector of the corresponding administrative and territorial unit after 14 (fourteen) calendar days from the moment of the last identification of sick animal and after holding veterinary and sanitary actions, stipulated in Item 72 these rules.";

add with Items 122-1, 122-2, 122-3, 122-4 and 122-5 of the following content:

"122-1. In case of identification at the vaccinated animal antibodies to nonstructural proteins of virus for the purpose of determination of the epizootological status of the corresponding epizootological unit:

1) the state veterinary organization makes sampling at contact susceptible animals, selection of probang-tests for performing PTsR-diagnostics or allocation of virus on the selections determined by the state veterinary organization created according to the subitem 3) of Item 1 of article 11 of the Law;

2) are carried out by the state veterinary organization created according to the subitem 3) of Item 1 of article 11 of the Law:

laboratory (diagnostic) researches of the tests which are selected according to the subitem 1) of this Item including performing PTsR-diagnostics or allocation of virus;

repeated diagnostic testing of the control tests of blood of animals which are available in veterinary laboratory at whom antibodies to nonstructural proteins of virus using the same methods which were used in case of primary research are revealed.

In case of lack of positive results following the results of the specified researches the diagnosis is considered unspecified.

In case of negative laboratory result on foot-and-mouth disease in case of the disease proceeding with vesicular syndrome the vesicular stomatitis, vesicular disease and other diseases and poisonings which are followed by vesicular syndrome are subject to exception.

122-2. For the purpose of non-admission of import, origin and distribution on the territory of the republic of virus of foot-and-mouth disease measures for observance of Single veterinary requirements are taken.

122-3. According to requirements of MEB, in safe zone with vaccination for the purpose of prevention of origin and spread of virus when moving animals by department of authorized body in the field of veterinary science the procedure (algorithm) for actions for movement (transportation) of animals in the territory of the republic is established.

122-4. During implementation veterinary monitoring of foot-and-mouth disease:

1) all cases, suspicious on foot-and-mouth disease, are exposed to epizootological monitoring;

2) in the country and zones where vaccination of animals against foot-and-mouth disease is not carried out, for receipt of proofs of lack of circulation of virus in populations of susceptible animals active monitoring which includes carrying out is performed:

serological researches in populations of susceptible domestic, wild and zoo animals regarding lack of antibodies to structural polyproteins of virus in tests of biological material. If antibodies to structural polyproteins of virus were found, the samples taken from positively reacting animals are subject to research regarding lack of antibodies to nonstructural polyproteins of virus;

virologic researches in populations of susceptible domestic, wild and zoo animals regarding lack of the activator in tests of biological material, including in case of identification of cases, suspicious on foot-and-mouth disease;

3) in the country and zones where vaccination of animals against foot-and-mouth disease is carried out, for receipt of proofs of lack of circulation of virus in populations of susceptible animals active monitoring which implies carrying out is performed:

serological researches in populations of susceptible domestic, wild and zoo animals regarding lack of antibodies to nonstructural polyproteins of virus and susceptible wild animals regarding lack of antibodies to structural polyproteins of virus in tests of biological material. Identification of antibodies to nonstructural polyproteins of virus is case, suspicious on foot-and-mouth disease;

virologic researches in populations of susceptible domestic, wild and zoo animals regarding lack of the activator in tests of biological material, including from the fallen animals and in case of identification of cases, suspicious on foot-and-mouth disease;

4) in zones of performing vaccination of animals against foot-and-mouth disease efficiency of immunization is estimated by means of serological monitoring;

5) for receipt of proofs of lack of circulation of virus in populations of wild susceptible animals the monitoring directed to the earliest identification of the activator in populations of wild susceptible animals is carried out.

122-5. For the purpose of prevention of foot-and-mouth disease vaccination of animal susceptible types against foot-and-mouth disease by vaccines according to instructions (manuals) for their application, taking into account epizootic condition on foot-and-mouth disease to the member states of the Eurasian Economic Union or the third countries adjoining on state members of the Eurasian Economic Union is performed. In the territory of the state the vaccines against foot-and-mouth disease registered in the Republic of Kazakhstan and (or) state members of the Eurasian Economic Union and corresponding to recommendations of the Management about diagnostic tests and vaccines MEB are applied.

For the purpose of efficiency evaluation of vaccination against foot-and-mouth disease monitoring by carrying out serological researches of the vaccinated population of animal susceptible types in 30 - 60 calendar days from the date of vaccination is performed.

When using polyvalent vaccines researches for determination of antibodies to each of the serotypes which are present at vaccine are conducted. Serological researches are conducted for determination of percent of the protected animals and identification of possible circulation of virus with use of the methods recommended by MEB Management.";

"126. In Items, unsuccessful on foot-and-mouth disease, the division of MIO of the corresponding administrative and territorial units together with the state veterinary organization created according to the subitem 1) of Item 1 of article 11 of the Law (further - RPO) will organize the following events:

1) is closed by all roads (tracks) conducting from Item and expose necessary quantity of security and quarantine posts with the round-the-clock watch, and also establish the corresponding indexes (route signs): "Journey is prohibited", "Detour", "The stop is obligatory", "The stop is prohibited";

6) provide daily carrying out disinfection of livestock rooms and the production territory, processing of special clothes, objects of leaving, vehicles;

7) in case of entrance (entrance) to rooms or shelters for animals, to the yards of owners of animals, and also on the objects of production performing procurement (slaughter), conversion, production, storage of animals, products and raw materials of animal origin is established by disinfection barriers to processing of footwear and transport.";

13) of Item 144 to state the subitem in the following edition:

"13) development of the digital system including data with geographical binding for the analysis of the obtained data on studying of epizootic situation on foot-and-mouth disease in the real mode and creation of cards;";

"145-3. Physical persons and legal entities for the purpose of the prevention of disease of animals:

1) provide identification of farm animals;

2) divisions of MIO performing activities in the field of veterinary science, the state veterinary organizations created by MIO, bodies of the state veterinary health control and supervision about inform:

"145-24. At the companies for representation of the chief state veterinary health inspector of the corresponding administrative and territorial unit the solution of MIO immediately enters the restrictive actions providing:

1) the termination of acceptance of new batches of animals for slaughter, other moved (transported) objects before completion of veterinary and sanitary actions for liquidation of the center and removal of restrictive actions;

2) non-admission of release from the territory of the company of the moved (transported) objects, and also carrying out (export) out of its limits of waste and any objects in not disinfected type;

3) non-admission of visit of the company by the strangers who do not have a direct bearing on this company;

4) strengthening of the mode of sanitary processing of service personnel of the company;

5) combustion of the isolated hulks, internals and skins.

With introduction of restrictive actions, at the companies the following measures are taken:

1) cleaning of manure, remaining balance of forage, garbage of vehicles on which animals were transported products and raw materials of animal origin, the territories and rooms where animals contained, products and raw materials of animal origin, production rooms, lethal workshops, and also the equipment, stock and subject them to careful disinfection;

2) utilization or disinfecting of manure by biothermal method in the equipped dung-yards in the territory;

3) sanitary processing of persons who were taking part in delivery of batches of the moved (transported) objects, its conversion, storage, slaughter, carrying out to veterinary and sanitary examination, works on cleaning, disinfection and other persons adjoining to sick animals, or the products and raw materials of animal origin received from them and also disinfecting of clothes and footwear of people.

In case of detection, suspicion of pathological changes, characteristic of anthrax, on objects of domestic trade (including the trade markets, shops, objects of public catering and other objects connected with sales of products and raw materials of animal origin):

1) movement (transportation) of animals (only for the trade markets implementing animals), products and raw materials of animal origin stops;

2) pathological material goes to veterinary laboratory for research;

3) storage of products and raw materials of animal origin according to requirements of health regulations and regulations, safety suspicious on infectiousness anthrax of products and raw materials of animal origin during veterinary laboratory researches in the special isolated and sealed cameras, refrigerators is provided;

4) the locations of sick animals (only for the trade markets implementing animals), meat, meat products, skins and the raw materials received after slaughter, including exported out of center limits are established;

6) release from the territory of object of domestic trade (including the trade markets, shops, objects of public catering and other objects connected with sales of products and raw materials of animal origin) the moved (transported) objects, and also carrying out (export) out of its limits of waste and any objects in not disinfected type is not allowed.

On objects of domestic trade on representation of the chief state veterinary health inspector of the corresponding administrative and territorial unit the solution of MIO immediately enters the restrictive actions providing:

1) the termination of acceptance of new batches of animals, products and raw materials of animal origin before completion of veterinary and sanitary restrictive actions;

2) non-admission of release from the territory of object of domestic trade of the moved (transported) objects, and also carrying out (export) out of its limits of waste and any objects in not disinfected type;

3) non-admission of visit of object of domestic trade in the strangers who do not have a direct bearing on this object;

4) strengthening of the mode of sanitary processing of service personnel of object of domestic trade.

On objects of domestic trade take the following measures:

1) cleaning of garbage of vehicles on which products and raw materials of animal origin, the territories and rooms where products and raw materials of animal origin, production rooms were stored, sold were transported, and also stock will be organized and their careful disinfection is exposed;

2) destruction of the infected and contacted products and raw materials of animal origin is carried out;

3) sanitary processing of persons which were taking part in delivery of batches of the moved (transported) objects, their conversions, storage, realization, conducting veterinary and sanitary examination in work on cleaning, disinfection, and also disinfecting of clothes and footwear of people will be organized;

4) cleaning of manure, remaining balance of forage and garbage of vehicles on which animals were transported will be organized, the territories and rooms where animal, production rooms contained, and also stock and is exposed to their careful disinfection, utilization or disinfecting of manure with biothermal method in the equipped dung-yards in the territory is provided (only for the trade markets implementing animals).";

"1088. Vaccination against brucellosis in the territory of the Republic of Kazakhstan is allowed.

Between state members of the Eurasian Economic Union movement of the vaccinated cattle, sheep and goats, sperm of the manufacturing animals received from the vaccinated animals according to Single veterinary requirements is not allowed. After the term during which it is not allowed to subject animals to diagnostic testings similar researches are conducted depending on wellbeing of epizootological unit.";
