1. Approve the enclosed Rules of forming and maintaining the database on identification of farm animals and issue of the statement from it.

2. To development department of livestock production and veterinary safety of the Ministry of Agriculture of the Republic of Kazakhstan (Tokseitova R. A.) in the procedure established by the legislation to provide the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days from the date of its first official publication.

Rules of forming and maintaining the database on identification of farm animals and issue of the statement from it

Chapter 1. General provisions

1. These rules of forming and maintaining the database on identification of farm animals and issue of the statement from it (further – Rules) are developed according to the subitem 39) of article 8 of the Law of the Republic of Kazakhstan "About veterinary science" (further – the Law), the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law on the state services) and determine procedure for forming and maintaining the database on identification of farm animals and issue of the statement from it, and also procedure for rendering the state service "Updating (Adjustment) of Information about Farm Animals" (further – the state service).

2. In these rules the following basic concepts are used:

1) the database on identification of farm animals (further – the database) – the part of veterinary accounting providing single, multi-level data recording system about individual number of animal, about its veterinary processings, including results of diagnostic testings, and also data on the animal owner, performed by the state veterinary organizations, framed local executive bodies, and used by authorized body;

2) access to the database on identification of farm animals (further – access to the database) – introduction, updating, adjustment of data, acquaintance with data in the database on identification of farm animals, its processing, including copying, the analysis and other transactions with the data which are available in the database;

3) the statement from the database on identification of farm animals (further – the statement from the database) – data on terms and nature of the held veterinary events, including the results of diagnostic testings taken from the database on identification of farm animals by specialists in the field of veterinary science of the state veterinary organizations created by local executive bodies upon the demand of owners of animals according to the procedure and form which are approved by authorized body;

4) authorized body in the field of veterinary science (further – authorized body) – the central executive body performing management in the field of veterinary science and also within the powers cross-industry coordination;

5) the operator – the legal entity performing maintenance of the state information system;

6) structural division of authorized body – the structural division of authorized body performing functions in the field of development of the state services and digitalization of agro-industrial complex;

7) the web portal of "the electronic government" (further – the portal) – the information system representing single window of access to all consolidated government information including the regulatory legal base, and to the state services, services in issue of specifications on connection to the networks of subjects of natural monopolies and services of subjects of the quasi-public sector rendered electronically;

8) the digital signature (further – the EDS) – set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

3. Functioning of the database is performed through the corresponding state information system, mobile application of the state information system (further – information system).

4. The database intends for:

1) ensuring the single principles of identification of farm animals and their state accounting;

2) creations of the single automated control system behind movement of farm animals in the republic and in case of their export and import;

3) ensuring reliability antiepizootic, veterinary, veterinary prophylaxis and diagnostic testings;

4) providing state bodies with information on farm animals;

5) receipts of information on farm animals;

6) forming and functioning of risk management system in the field of veterinary science;

7) carrying out the state veterinary health control and supervision, including preventive control without visit of subject (object) of control and supervision.
