About creation and the organization of activities of the National commission on management of crises and the regional or territorial and local commissions on management of crisis situations, and also their operational and coordination centers

Based on part (5) Article 35 and part (3) article 37 of the Law No. 248/2025 on management of crisis situations (The official monitor of the Republic of Moldova, 2025, Art. No. 437-440, 600) DECIDES: the Government

1. Create the National commission on management of crises.

2. Approve:

2.1. Regulations on the organization and functioning of the National commission on management of crises according to appendix No. 1;

2.2. Regulations on the organization and functioning of the regional or territorial and local commissions on management of crisis situations, and also their operational and coordination centers according to appendix No. 2;

2.3. Changes which are made to some orders of the Government, according to appendix No. 3.

3. Recognize invalid:

3.1. The order of the Government No. 1340/2001 about the Commission on emergency situations of the Republic of Moldova (The official monitor of the Republic of Moldova, 2001, Art. No. 150-151, 1387), with subsequent changes;

3.2. The order of the Government No. 803/2018 about Control center in emergency situations of the Commission on emergency situations of the Republic of Moldova and structures on ensuring activities of other commissions on emergency situations (The official monitor of the Republic of Moldova, 2018, Art. No. 366-376, 963).

4. For the purpose of ensuring application of provisions of the Law No. 248/2025 on management of crisis situations to bodies of local public authority within one month from the effective date of this resolution to create the regional or territorial and local commissions on management of crisis situations according to the Provision provided in appendix No. 2.

5. To industry bodies of the central public management in 2-month time from the effective date of this resolution to make changes to the regulations according to its provisions.

6. This resolution becomes effective after one month from the date of publication in the Official monitor of the Republic of Moldova, except for Item 1, of subitem 2.1 and appendix No. 1, which become effective since July 28, 2026.

Regulations on the organization and functioning of the National commission on management of crises

Chapter I. General provisions

1. The regulations on the organization and functioning of the National commission on management of crises (further - the Provision) establish procedure for the organization and functioning of the National commission on management of crises, and also the mechanism of preparation, acceptance and control of execution of its decisions during response to crisis situations and recoveries after crisis situations.

2. The national commission on management of crises (further - the Commission) is the collegiate organ created for the purpose of ensuring strategic coordination of measures for prevention, preparation, reaction and recovery in crisis situations and also to determination of the expected strategic effects.

3. The commission is the strategic level of decision making within the national controling mechanism crisis situations and provides coordination and integration of the measures taken by bodies of the public power and public organizations including protection and continuity of the vital functions of the state and provision of the main services.

4. For implementation of powers of the Commission information, analytical, logistic promotion and coordination at the operational level are performed by the National center for management of crises.
