About Control center in emergency situations of the Commission on emergency situations of the Republic of Moldova and structures on ensuring activities of other commissions on emergency situations

Based on Items b), d) and e) article 7 of the Law No. 271/1994 on civil protection (The official monitor of the Republic of Moldova, 1994, No. 20, the Art. 231) DECIDES: the Government

1. Approve Regulations on Control center in emergency situations of the Commission on emergency situations of the Republic of Moldova according to appendix No. 1.

2. Establish structures on ensuring activities of the commissions on emergency situations of the central industry bodies of public management, other central administrative authorities and bodies of local public authority, organizations, the organizations and economic agents irrespective of form of business and type of property according to appendix No. 2.

3. To heads of the central industry bodies of public management and other central administrative authorities, heads of bodies of local public authority of the first and second levels, ATO Gagauzia, organizations, the organizations and economic agents, irrespective of form of business and type of property to create based on this resolution within 2 months from the date of approval of structure on ensuring activities of the commissions on emergency situations of appropriate level and to approve organigramma, structure and regulations on activities according to sphere of activity of organization, and also to appoint persons from structure of body/organization in the relevant structures.

4. To general inspectorate on emergency situations of the Ministry of Internal Affairs to take necessary measures for ensuring activities of Control center in emergency situations of the Commission on emergency situations of the Republic of Moldova (administrative measures, and also in case of threat or emergence of emergency situations).

5. To heads of the central industry bodies of public management and other central administrative authorities to appoint representatives of organization in Control center in emergency situations of the Commission on emergency situations of the Republic of Moldova for implementation of measures for interaction, consultation and exchange of information throughout the entire period of work on mitigation of consequences of national or cross-border emergency situations.

6. To perform financing of activities of Control center in emergency situations of the Commission on emergency situations of the Republic of Moldova within the budgetary appropriations approved to the General inspectorate on emergency situations of the Ministry of Internal Affairs.

7. The expenses connected with participation of representatives of the central industry bodies of public management, other central administrative authorities in activities of Control center in emergency situations of the Commission on emergency situations of the Republic of Moldova (including trips on places, activities at night, in festive and the days off), become covered by organizations from which they are recalled.

8. This resolution becomes effective from the date of publication.

Regulations on Control center in emergency situations of the Commission on emergency situations of the Republic of Moldova

Chapter I General provisions

1. This Provision establishes procedure for the organization and functioning of Control center in emergency situations of the Commission on emergency situations of the Republic of Moldova (further - the Center).

2. The center functions in case of the General inspectorate on emergency situations of the Ministry of Internal Affairs (further - the Inspectorate) according to provisions of Item 13 of the Provision of the Commission on emergency situations of the Republic of Moldova approved by the Order of the Government No. 1340/2001, with continuous operating mode (24/7) as interdepartmental structure for support in decision making of the Commission on emergency situations of the Republic of Moldova (further - the Commission) for the integrated management of national or cross-border emergency situations.

3. The center is deployed in specially equipped building of the Inspectorate, has infrastructure and necessary resources for permanent and stable activities, is equipped with source of autonomous electric utility service.

4. For activities support the Center has specialists in the field of information technologies, communications, servicing of engineering networks and communications.

5. The center is equipped with the information equipment and communications which provide exchange of information between all subjects with which it interacts.
