Article 1

The subitem 6 of Item 7 of article 30.1 of the Federal Law of July 24, 2002 No. 111-FZ "About investment of means for financing of funded pension in the Russian Federation" (The Russian Federation Code, 2002, No. 30, Art. 3028; 2013, No. 52, Art. 6975; 2014, No. 30, Art. 4219; 2016, No. 1, Art. 41; 2018, No. 31, Art. 4858; 2021, No. 52, Art. 8974; 2022, No. 29, Art. 5204; No. 48, Art. 8323; 2023, No. 25, Art. 4415; No. 29, Art. 5317; 2024, No. 1, Art. 13; 2025, No. 21, Art. 2545; 13, the Art. 1521) to state 2026, to No. in the following edition:

"6) the state support of forming of long-term savings including including expenses of the organization determined by the Government of the Russian Federation for the purpose of implementation of the state support of forming of long-term savings, the forming of long-term savings arising in connection with implementation of the state support.

The size of funds of reserve of Fund of pension and social insurance of the Russian Federation for mandatory pension insurance for implementation of the state support of forming of long-term savings according to this subitem cannot exceed the size of reserve of Fund of pension and social insurance of the Russian Federation for mandatory pension insurance reduced by the amount of the minimum size of reserve of Fund of the pension and social insurance of the Russian Federation provided by the rules approved by the Government of the Russian Federation as of December 31 of the accounting year calculated no later than April 1 of the current year, and the size of the means of reserve of Fund of pension and social insurance of the Russian Federation for mandatory pension insurance created according to subitems 3 and 4 of Item 2 of this Article (less means, specified in the subitem 4 of Item 2 of this Article (in case of accounting of such means on individual personal accounts of insured persons) and the subitem 2 presents of Item), as of December 31 of previous year.".

Article 2

Article 41 of the Federal Law of December 21, 2021 No. 414-FZ "About the general principles of the organization of the public power in subjects of the Russian Federation" (The Russian Federation Code, 2021, No. 52, the Art. 8973) to add with part 11 of the following content:

Article 3

b) add with parts 1.1 and 1.2 of the following content:

"1.1. Functions on provision of measures of social protection (support) of subjects of the Russian Federation can be performed by Fund based on the agreement signed between Fund and the supreme executive body of the subject of the Russian Federation according to the procedure, established by the Government of the Russian Federation. Financial provision of expenses on provision of measures of social protection (support) of subjects of the Russian Federation, including on the organization of their provision, is performed within the budgetary appropriations of the budget of the subject of the Russian Federation provided to the budget of Fund in the form of subventions based on the agreement signed between Fund and the supreme executive body of the subject of the Russian Federation, according to the procedure, established by the budget legislation.

1.2. Conditions of provision by territorial authorities of Fund of measures of social protection (support) of subjects of the Russian Federation are:

1) availability of regulatory legal act of the subject of the Russian Federation according to which functions of the subject of the Russian Federation on provision of adequate measure of social protection (support) based on the agreement signed between Fund and the supreme executive body of the subject of the Russian Federation can be transferred for implementation to territorial authority of Fund;

2) availability in the budget of the subject of the Russian Federation of budgetary appropriations on execution of the corresponding payment commitment of the subject of the Russian Federation in the amount necessary for its execution;

The term of provision of measure of social protection (support) of the subject of the Russian Federation by authorized bodies of the subject of the Russian Federation constitutes 3) at least three years;

4) integration of information systems of the subject of the Russian Federation with the state information system "Single Centralized Digital Platform in the Social Sphere".";

3) in part 6 of Article 6:

Article 4

Bring in Item 1 of article 5 of the Federal Law of February 20, 2026 No. 29-FZ "About modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2026, No. 8, the Art. 764) the following changes:

Article 5

1. This Federal Law becomes effective from the date of its official publication, except for subitems "an" and "b" of Item 2 of article 3 of this Federal Law.

2. Subitems "an" and "b" of Item 2 of article 3 of this Federal Law become effective since January 1, 2027.
