Article 1

1) in Article 9:

a) add part one with the words "in the status of the citizen of the Russian Federation at least five years", add with the offer of the following content: "The requirement about the five-year term of accommodation does not extend to the citizens who acquired citizenship of the Russian Federation on the birth; the citizens who acquired citizenship of the Russian Federation as a result of recognition by the citizen of the Russian Federation; the citizens who acquired citizenship of the Russian Federation as a result of acceptance in citizenship of the Russian Federation and having participant status of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad or the status of the member of the family of the participant of the specified State program; the citizens of the Russian Federation taking (taking) part in special military operation, or the members of their families or being combat veterans.";

"Provisions of part four of this Article are not applied to the citizens having children aged up to 17 years and being family members, belonging to the category having many children if in case of the request of the specified citizens for purpose of monthly allowance in connection with the birth and education of the child last month of the period on which such allowance is granted, or within three months following after month of the end of the period of payment of such benefit the size of the average per capita income of the specified family no more than for 10 percent exceeds the size of subsistence minimum per capita established in the subject of the Russian Federation at the place of residence (stay) or actual accommodation of the applicant according to the Federal Law of October 24, 1997 No. 134-FZ "About subsistence minimum in the Russian Federation" for date of the request for purpose of such benefit.

Provisions of part eleven of this Article are applied to the citizens specified in part eleven of this Article once during the entire period of realization by such citizens of the right to monthly allowance in connection with the birth and education of the child.";

2) in Article 10:

a) in part two:
