About public welfare payments to the citizens having children

This Federal Law installs single system of public welfare payments to the citizens having children in connection with their birth and education which provides the material support of motherhood, paternity and childhood guaranteed by the state.
Operation of this Federal Law extends on:
the citizens of the Russian Federation living in the territory of the Russian Federation;
the citizens of the Russian Federation passing military service under the contract, service as faces of the private and the commanding structure in law-enforcement bodies, in troops of national guard, in the Public fire service, in organizations and bodies of criminal executive system, bodies of forced execution of the Russian Federation, customs authorities and civil personnel of the military forming of the Russian Federation which are in the territories of foreign states in the cases provided by international treaties of the Russian Federation;
the foreign citizens and persons without citizenship, and also refugees who are constantly living in the territory of the Russian Federation;
temporarily living in the territory of the Russian Federation and subject to compulsory social insurance on case of temporary disability and in connection with motherhood of foreign citizens and stateless persons.
Operation of this Federal Law does not extend on:
citizens of the Russian Federation (foreign citizens and stateless persons) whose children are on complete state providing;
citizens of the Russian Federation (foreign citizens and stateless persons) deprived of the parent rights or limited in the parent rights, except as specified appointments and allowance payments on pregnancy and childbirth, monthly allowance to the woman who was registered in the medical organization in early terms of pregnancy (up to twelve weeks), and lump-sum allowance to the pregnant wife of the serviceman undergoing military service;
the citizens of the Russian Federation who left on the permanent residence of the Russian Federation.
Other categories of persons living in the territory of the Russian Federation to whom operation of this Federal Law does not extend can be acknowledged needing receipt of public welfare payments to the citizens having children, according to the procedure and on conditions which are established by the Government of the Russian Federation.
The legislation of the Russian Federation on public welfare payments to the citizens having children is based on the Constitution of the Russian Federation and consists of this Federal Law, other Federal Laws, and also the laws and other regulatory legal acts of the subjects of the Russian Federation including establishing additional types of material support of families with children. For the purpose of uniform application of this Federal Law if necessary the corresponding explanations according to the procedure, determined by the Government of the Russian Federation can be published.
This Federal Law establishes the following types of public welfare payments:
lump-sum allowance to the pregnant wife of the serviceman undergoing military service;
monthly allowance on the child of the serviceman undergoing military service
