Based on Item 7 of article 16 of the Code of the Republic of Belarus on education, part five of Item 17 of Regulations of Admission of the faces for receipt of general higher and vocational higher education approved by the Presidential decree of the Republic of Belarus of January 27, 2022 No. 23, Council of Ministers of the Republic of Belarus DECIDES:

1. Make changes to resolutions of Council of Ministers of the Republic of Belarus according to appendix.

2. This resolution becomes effective after its official publication.

The changes made to resolutions of Council of Ministers of the Republic of Belarus

1. In Regulations on the procedure for the organization and conducting centralized testing approved by the resolution of Council of Ministers of the Republic of Belarus of June 6, 2006 No. 714:

state Item 2 in the following edition:

"2. In this Provision the following terms and their determinations are used:

the entrant – person who showed willingness to take part in tender on receipt of the higher education;

the database of entrants – the information about the entrants registered for participation in centralized testing, the creation systematized by certain rules, storages and uses intended for the organization, preparation, conducting centralized testing, the analysis of its results and the organization of competitive selection of entrants on receipt of the higher education;

the database of pupils – the information about the pupils mastering contents of the educational program of secondary education in the X class, mastering in X (XI) class contents of the educational program of vocational education at the level of general secondary education, the creation systematized by certain rules, storages and uses intended for restriction of passing of centralized testing by persons who are not entrants and forming of forecast indicators about the number of graduates of organizations of general secondary education of the next year;

the form of answers – the form for record (fixing) of answers of the entrant to test tasks of the pedagogical test which is the form of the document with certain degree of protection;

the codifier – the systematized list of the coded elements of contents of training programs on subjects on which centralized testing is held;

the organizer – person, authorized to provide conducting centralized testing in Item of conducting testing;

special individual needs – needs of entrants for use of assistivny devices and technologies, and also devices of mobile communication with the software for control of the state of health (further – specialized devices);

the responsible organizer – the organizer leading conducting centralized testing in audience;

the pedagogical test – the system of test tasks allowing to measure the level of readiness of entrants on subject;

access control – procedure for the admission in Item of conducting testing of entrants, members of the organizational commission, organizers, responsible organizers, other persons involved for maintenance of centralized testing of representatives of the state bodies and other organizations authorized in accordance with the established procedure to exercise control of the course of conducting centralized testing, based on the omission and the identity document;

Item of conducting testing – the organization of education (branch of organization of education) with the corresponding organizational and technical infrastructure and personnel determined for conducting centralized testing;

registration Item for passing of centralized testing (further – registration Item) – the room with the corresponding organizational and technical infrastructure equipped with Item of conducting testing, intended for registration of persons for participation in centralized testing;

the certificate of centralized testing (further – the certificate) – the personalized document with indication of test point issued to the entrant following the results of centralized testing in the form approved by the Ministry of Education, which is the document with certain degree of protection;

maintenance of centralized testing – complex of actions (works) on preparation and conducting centralized testing;

the specification of the test – the document in which the structure and content of each part of the test with indication of quantity and types of tasks, by their distribution are determined by complexity levels, and also the list of elements of content of subject and time of execution of the test;

test task – the minimum finished part of the pedagogical test;

test point – the quantitative index determined by hundred-mark scale as a result of processing of answers of the entrant to tasks of the pedagogical test;

centralized testing – the form of entrance tests organized on the basis of pedagogical tests, the standardized procedures of carrying out test control, processing, the analysis and representation of results, used for carrying out tender in case of receipt in institutions of higher education (further – UVO);

examination materials – forms of answers and pedagogical tests.";

in Item 9:

state subitem 9.11 in the following edition:

"9.11. will organize transfer of examination materials from RIKZ in Items of conducting testing, and also from Items of conducting testing in RIKZ courier communication according to the established schedule;";

add Item with subitem 9.18 of the following content:
