1. Approve the enclosed Rules of maintaining single base of road-building materials and new technologies.

2. To provide to committee of highways of the Ministry of transport of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on the Internet - resource of the Ministry of transport of the Republic of Kazakhstan after day of its first official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Transport of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of forming and maintaining single base of road-building materials and new technologies

Chapter 1. General provisions

1. These rules regulate procedure for forming and maintaining single base of road-building materials and new technologies, and also implementation process, and use of new materials and products, advanced technologies, machines, the equipment and mechanisms, road-building materials from pits and the plants software producers to safety and qualities of object of technical regulation at all stages of its lifecycle in the course of research, designing, construction and operation and utilization.

2. These rules are accepted for the purpose of achievement of the indicators established by technical regulations (TR CU 014/2011 "Safety of highways" of October 18, 2011), the Law of the Republic of Kazakhstan "About highways" of July 17, 2001, No. 435 TP PK "About Safety of Buildings and Constructions, Construction Materials and Products" of June 9, 2023, the Law of the Republic of Kazakhstan "About architectural, town-planning and construction activities in the Republic of Kazakhstan" of July 16, 2001, the Order of the Minister of Transport and Communications of the Republic of Kazakhstan "About approval of classification of the work types which are carried out in case of content, the current, average and capital repairs of highways and management of road assets" No. 56 of January 27, 2014 (it is registered in the Register of state registration of regulatory legal acts No. 9176). and regulatory legal acts of the Republic of Kazakhstan, documents on standardization of voluntary application, and also ensuring high-quality accomplishment of complex of engineering, infrastructure and management processes on highway construction.

3. Rules regulate questions of creation, filling and updating of single base of road-building materials for ensuring transparent and reliable maintaining information platform for all participants of road activities.

4. In these rules the following basic concepts are used:

1) the national operator on management of highways - the joint-stock company with absolute participation of the state in the authorized capital performing the powers established by the Law of the Republic of Kazakhstan "About highways" of July 17, 2001 (further - JSC Kazavtozhol Oil Company);

2) the register of accredited laboratories - the systematized list or the list containing data on the accredited laboratories which are carrying out laboratory researches according to area of accreditation;

3) approbation - process of official approval, approval or recognition of laboratory researches, scientific and technical maintenance, the monitoring of the pilot (pilot) site and the subsequent conclusion by results of monitoring directed to efficiency evaluation and suitability of the declared products in actual practice to operation;

4) the aprobatsionny commission - the collegiate organ created based on the decision of Technical council for providing objective and comprehensive assessment of results of approbation of products on the pilot site;

5) developer of single base - "Kazakhstan Road Research Institution" Joint-stock company (further - JSC Kazdornii);

6) the administrator of single base - the legal entity authorized on accomplishment of technical and operational support of single base (further - the Administrator);

7) GIS-Karta - the digital card integrated with the database, containing information on objects, pits and the plants of producers road-building materials;

8) scientific and technical maintenance - the process directed to product introduction of innovative activities in specific working conditions in compliance with their appointment;

9) implementation of new technologies - process of introduction in practice, use or use of the new ideas, methods, products or processes which are directed to improvement of the existing systems or creation of new opportunities for improvement of quality of roads, traffic safety, complex of the scientific developments and decisions directed to activities optimization, increase in efficiency and quality, and also to creation of new products and services;

10) the register of new technologies - the systematized list or the list containing data on the new technologies and materials used in case of construction, content and operation of highways;

11) the "green" status - documentary drawn up positive decision of Technical council on application of products in road activities;

12) the national center of quality of road assets - the legal entity who is under authority of authorized state body on highways to which functions on conducting examination of quality of works and materials, management of road assets, the organization of mobilization preparation on highways of the international and republican value, and also to conducting departmental examination of engineering documentation for average repair of highways, implementation of new technologies and maintenance of pilot sites (further - RGP "NTsKDA") and its branches are assigned;
