About the Development program and digitalization in body of execution of the Republic of Tajikistan for 2026-2030
According to articles 4 and 12 of the Law of the Republic of Tajikistan "About strategic planning and the state forecasting" the Government of the Republic of Tajikistan decides:
1. Approve the Development program and digitalizations in body of execution of the Republic of Tajikistan for 2026-2030 and the Actions plan on program implementation of development and digitalization in body of execution of the Republic of Tajikistan for 2026-2030 (appendices 1 and 2).
2. To the Ministry of Finance of the Republic of Tajikistan for the purpose of execution of this Program and the Actions plan on its realization annually to provide necessary means in the government budget.
3. To the relevant ministries and departments to take necessary measures for accomplishment of this Program and the Actions plan for its realization, and annually till December 30 to provide information in Service of execution under the Government of the Republic of Tajikistan.
4. Under the Government of the Republic of Tajikistan annually till February 10 to provide to service of execution information on the course of accomplishment of this Program and the Actions plan on its realization in the Government of the Republic of Tajikistan.

1. The development program and digitalizations in body of execution of the Republic of Tajikistan for 2026-2030 (further – this Program) is directed to determination of the purposes, priorities and measures for reforming, development and digitalization in body of execution and is developed for the purpose of accomplishment of the tasks stated in the President's letter of the Republic of Tajikistan to Majlisi Oli of the Republic of Tajikistan "About the main directions of domestic and foreign policy of the Republic of Tajikistan" of December 28, 2023.
2. Forming of the democratic and constitutional state provides further development of the rights, freedoms of man and citizen taking into account increase in level of responsibility in all spheres of life of society. Considering these factors, it is reasonable to strengthen role of Service of execution under the Government of the Republic of Tajikistan (further – Service) and to give it that modern status which allocates bodies of forced execution of developed countries of the world.
3. For the purpose of the solution of the specified problems this Program establishes the main ways of further activities of body of execution according to the new tasks assigned to them resulting from increase in role and responsibility of body of execution in realization of legal policy of the state.
4. In system of law of Tajikistan for the period of the state independence there were essential izmeniyam, compliance with it also practice of law enforcement changes. The service borrows important in structure of the Government of the Republic of Tajikistan, the place and as the central executive body of the Republic of Tajikistan, provides realization of state policy and normative legal regulation in the field of the organization and state regulation of enforcement proceeding.
5. Need of reforming of the public legal sphere recognizes that updating of economic and political system requires creation of entirely corresponding legal infrastructure. On this basis legal reforms shall be coordinated with the economic and political changes happening in the country, and in certain cases be even ahead of them to regulate implementable reforms within the relevant standards.
6. Based on the presidential decree of the Republic of Tajikistan of April 5, 2018 No. 1043 "About Service of execution under the Government of the Republic of Tajikistan" and the orders of the Government of the Republic of Tajikistan of June 21, 2018 No. 332 "About questions of Service of execution under the Government of the Republic of Tajikistan" for the purpose of improvement of execution of court resolutions, acts of state bodies and officials formed Service with the total number of staff of 378 units (without service personnel), including 46 units of central office, and further the orders of the Government of the Republic of Tajikistan of December 29, 2022 No. 623, of June 25, 2024 No. 373 and of September 27, 2025 508, in 2024 – 40, 33 established posts also the Provision was allocated to No. in 2023, the Structure of central office and the Management plan of Service were approved in the new edition.
7. Practice shows that in Service loading amount indicators significantly exceed the number of employees, exerting negative impact on workmanship of their tasks and functions, thereby resulting in discrepancy of modern requirements of management and administration. The solution of this question laying the favorable foundation for development of body of execution is considered one of the priority directions.
8. According to provisions of this Program it is necessary to make changes and additions to the regulatory legal acts directed to enhancement of mechanisms of mutual cooperation between the central and local authorities of the government, local government bodies in realization of the priority directions of reform of body of execution. With respect thereto, carrying out studying and the analysis of the regulatory legal acts regulating activities of bodies of execution is timely the act. It is reasonable to accept and realize joint acts with judicial authorities, law-enforcement bodies and prosecutor's office for ensuring efficiency of state policy in the field of enforcement proceeding. The analysis and accounting of modern standards of activities of body of execution, and its reform shall be carried out with use of practice of other countries. When carrying out reform of body of execution international standards in the field of enforcement proceeding and practice of developed countries shall be considered.
9. The orders of the Government of the Republic of Tajikistan of June 21, 2018 No. 332 "About questions of Service of execution under the Government of the Republic of Tajikistan" and of September 27, 2025 No. 508 along with creation of Service, also enhanced structure of central office of Service for the purpose of ensuring timely execution of executive documents.
10. One of the main objectives of Service, according to its provision, is the organization of work of contractors, control of timely execution of executive documents, acceptance, generalization and the analysis of the statistical reporting of contractors, consideration of appeals of physical persons and legal entities, conducting checks in the field of enforcement proceeding, and also rendering the practical help to contractors.
11. On statistical data in 2022 on production of contractors there was the 42nd 004, in 2023 - the 38th 055, in 2024 – the 42nd 567, and in the first half of the year 2025 – 22 896 executive documents. Besides, in production of contractors of body of execution from last years there are 102 845 enforcement proceedings which are subject to periodic execution, connected with collection of the alimony by minor children before attainment of majority that in relation to number of contractors (305) still creates excessive loading. The similar situation negatively influences terms and workmanship of executive documents. With respect thereto for constant control of executive actions and ensuring execution taking into account effective use of time, it is necessary to execute the following in the shortest possible time:
- digitalization and transfer into electronic system of activities of central office of Service of execution and its structural divisions on places;
- for the purpose of expansion of digitalization in the field of enforcement proceeding, creation in central office of Service of execution of the National center of digitalization of enforcement proceeding and its divisions in territorial administrations of Service;
- for the purpose of operational receipt and provision of information, integration of electronic system of Service of execution with electronic systems of other state bodies.
12. The analysis of the statistical reporting shows that in 2022 - 34 577 (percent 82,3), in 2023 - 31 741 (percent 83,4), in 2024 - 35 341 (83 percent), and in the first half of the year 2025 17 895 (88 percent) executive documents are performed using measures of forced execution.
13. In 2022 according to article 128 of the Law of the Republic of Tajikistan "About enforcement proceeding" (further – the Law) to claimants 3 313 executive documents on the amount of 700 928 176 somoni, 18 867 668 US dollars, 28 844 977 rubles of the Russian Federation, 251 206 rubles of the Republic of Belarus, 1 464 653 sum of the Republic of Uzbekistan, in 2023 – 2325 executive documents on the amount of 578 505 798 somoni, 26 161 421 US dollars, 1 062 502 rubles of the Russian Federation, 3 412 rubles of the Republic of Belarus, 400 000 som of the Kyrgyz Republic, 99 100 tenges of the Republic of Kazakhstan and 8 400 euros are returned, to 2024 – 2700 executive documents on the amount of 318 059 738 somoni, 11 124 835 US dollars, 765 828 rubles of the Russian Federation, 69 878 511 rubles of the Republic of Belarus and in the first half of the year 2025 - 754 executive documents on the amount of 28 709 675 somoni, 165 677 US dollars, 169 091 rubles of the Russian Federation, 3 489 som of the Kyrgyz Republic and 3 084 rubles of the Republic of Belarus, and in 2022 559, 2023 – 403, 367 and in the first half of the year 2025 the 211th executive document was sent to 2024 to place of employment of debtors, in 2022 622 documents, – 273, 2024 - 240 and in the first half of the year 2025 of 211 executive documents was sent to 2023 to the place of serving sentence, in 2022 274, 309, 2024 - 340 and in the first half of the year 2025 the 204th executive document is sent to 2023 according to subordination.
