1. Approve the professional standard "Forwarding Services on Rail Transport" according to appendix 1 to this order.

2. To provide to department of transport policy of the Ministry of transport of the Republic of Kazakhstan in the procedure established by the legislation:

1) within ten calendar days from the date of approval of this order the direction it electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of transport of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Transport of the Republic of Kazakhstan.

4. This order becomes effective from the date of its first official publication.

Professional standard: "Forwarding services on rail transport"

Chapter 1. General provisions

1. Scope of the professional standard: The professional standard "Forwarding Services on Rail Transport" is developed according to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" and Rules of development and (or) updating of professional standards", approved by the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of September 7, 2023 No. 377 (it is registered in the Register of state registration of regulatory legal acts at No. 33401) and it is intended for determination of levels of the qualifications necessary for implementation by workers of professional activity, including accomplishment of certain labor functions, and also for application in case of development of educational programs of the organizations of the higher, postgraduate, technical and professional education.

2. In this professional standard the following terms and determinations are applied:

1) bulk transportation – transportation by two or more modes of transport on single commodity-transport delivery note (the single bill of lading);

2) knowledge – the studied and acquired information necessary for accomplishment of actions within professional task;

3) skill – capability to apply knowledge and abilities, allowing to carry out professional task entirely;

4) load – the property, including empty own car (container) accepted for shipment with execution of the transportation agreement;

5) the consignee – the person specified in carriage documents and receiving load;

6) the consignor – the person specified in carriage documents and dispatching cargo;

7) profession – the occupation performed by physical person and requiring certain qualification for its accomplishment;

8) professional qualification – the extent of professional training characterizing ownership of the competences required for accomplishment of labor functions by profession;

9) the professional standard – the written official document establishing general requirements to knowledge, abilities, skills, work experience taking into account formal and (or) informal, and (or) informalny education, to skill level and competence, content, quality and working conditions in specific area of professional activity;

10) transport logistics – set of the interconnected actions of participants of transportation process for planning and transportation management (transportation) of loads from the consignor (producer) to the consignee along optimum route with use of the different types of transport (railway, automobile, sea, internal water, air) including monitoring of movement of loads at each stage of transportation (transportation);

11) the freight forwarding agreement – the agreement according to which the freight forwarder shall for remuneration and at the expense of other party (the client, the sender or the consignee) to execute or organize accomplishment of the services defined by the agreement of expedition connected with cargo hauling including to conclude on behalf of the client or on its own behalf the transportation agreement of load;
