About approval of Rules of development and (or) updating of professional standards

1. Approve the enclosed Rules of development and (or) updating of professional standards according to appendix 1 to this order.

2. Recognize invalid some orders of the Minister of health and social development of the Republic of Kazakhstan and the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan according to appendix 2 to this order.

3. To provide to development department of national system of qualifications and forecasting of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.

5. This order becomes effective since September 4, 2023 and is subject to official publication.

Rules of development and (or) updating of professional standards

Chapter 1. General provisions

1. These rules of development and (or) updating of professional standards (further - Rules) are developed according to part one of Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" (further - the Law) and determine procedure for development and (or) updating of professional standards.

2. The main terms and determinations used in these rules:

1) knowledge – the studied and acquired information necessary for accomplishment of actions within professional task;

2) skill – capability to apply knowledge and abilities, allowing to carry out professional task entirely;

3) informalny education – the education type received during daily activities out of the organizations of education and the organizations providing educational services, and not accompanied with issue of the document confirming results of training;

4) profession – the occupation performed by physical person and requiring certain qualification for its accomplishment;
