About urgent measures for increase in efficiency of the organization of technical inspection of vehicles

For the purpose of ensuring road safety and forming of effective system of the state control of carrying out technical inspection of vehicles, achievement and maintenance of price stability, improvement of quality of the services rendered to the population, according to article 31-1 of the Law of the Kyrgyz Republic "About regulatory legal acts of the Kyrgyz Republic", being guided by Articles 66, 71 Constitutions of the Kyrgyz Republic, I decide:
1. Enter from January 1 to December 31, 2026 temporary legal regulation of procedure for achievement and maintenance of price stability, and also improvement of quality of services in carrying out technical inspection of vehicles and issue of safety construction certificates of the vehicle, having determined the State center for registration of vehicles and driver's structure under Administration of the President of the Kyrgyz Republic the state operator in the specified sphere for implementation of centralization, approbation and enhancement of system of the state control in the field of traffic safety.
2. Determine that the accreditations which are earlier issued by the Kyrgyz center under the Ministry of Economy and Trade of the Kyrgyz Republic to bodies to controls/laboratories certificates of accreditation affect carrying out technical inspection of vehicles and issue of safety construction certificates of the vehicle till July 1, 2026.
3. To the Kyrgyz center of accreditation under the Ministry of Economy and Trade of the Kyrgyz Republic for action of temporary legal regulation to stop issue and prolongation of effective periods of the certificates of accreditation issued to bodies to controls/laboratories on carrying out technical inspection of vehicles and issue of safety construction certificates of the vehicle.
