Based on parts three and the fourth item 4 of article 16 of the Code of the Republic of Belarus about education the Ministry of Education of the Republic of Belarus DECIDES:

1. Approve:

The regulations on remote form of education in case of implementation of educational programs of the higher education (are applied);

The regulations on remote form of education in case of implementation of educational programs of professional, secondary vocational education (are applied);

The regulations on remote form of education in case of implementation of educational programs of additional education of adults (are applied).

2. Recognize to invalid:

the resolution of the Ministry of Education of the Republic of Belarus of November 8, 2022 No. 430 "About remote form of receipt of the higher education";

the resolution of the Ministry of Education of the Republic of Belarus of November 11, 2022 No. 431 "About remote form of education in case of implementation of educational programs of professional, secondary vocational education";

the resolution of the Ministry of Education of the Republic of Belarus of December 15, 2022 No. 481 "About remote form of education in case of implementation of educational programs of additional education of adults".

3. This resolution becomes effective after its official publication.

Regulations on remote form of education in case of implementation of educational programs of the higher education

1. This Provision establishes requirements to the organization of educational process in case of implementation of educational programs of the higher education in remote form of education in institutions of higher education.

2. Training of specialists in remote form can be performed on specialties of the higher education, except for specialties on which education in remote form, determined in appendix 1 to the resolution of Council of Ministers of the Republic of Belarus of August 9, 2022 No. 518 "About implementation of the Law of the Republic of Belarus of January 14, 2022 No. 154-Z "About change of the Code of the Republic of Belarus about education" is not allowed.

3. Institutions of higher education (further - UVO) in case of training of specialists according to educational programs of the higher education in remote form will organize educational process with use of remote educational technologies - the educational technologies realized generally using information and communication technologies (further - ICT) in case of mediated (at distance) interaction of students and pedagogical workers, under condition:

availability of electronic educational resources on subject matters of curricula of specialties - sets of the systematized elements of scientific and methodical ensuring education on electronic media, information and communication technologies and technical means providing conditions for implementation of different types of educational activities;

availability of system of electronic training - set of program and technical means, electronic educational resources providing development by students of contents of educational programs or their parts, interaction of participants of educational process, monitoring and recording of accomplishment by subjects of educational process of different types of educational activities, including registration of digital trace of the student (the systematized set of the verified digital data about results of educational activities of the student), the organization and carrying out certification, registration of digital trace of the teacher (the systematized set of the verified digital data about results of educational activities of the pedagogical worker);

availability of the electronic educational circle including system of electronic training, electronic educational resources, electronic information resources, set of information technologies, telecommunication technologies, the appropriate technical means and other means;

availability of personal account of the student - the protected electronic service for the personalized access to the electronic educational circle;

availability of the procedure of proktoring - the procedure of verification of the identity of the student and confirmation of results of passing of certification (by means of technical means of control (audio-, video means, recording and other technical means) or the controlling person, specially authorized UVO;

availability of modern technical means for the procedure of proktoring by means of the technical means allowing to perform identification of the identity of the student, control of permanent presence of the passing of certification, lack of substitution of the student studying in the place, registration of possible attempts of violation of statutory rules of carrying out certification from the student.

4. UVO will organize educational process according to educational standards of specialties and curricula of specialties UVO (for remote form of receipt of the higher education), training programs of subject matters of UVO and other scientific and methodical providing.

5. The list and terms of development of subject matters on specialties for academic year (semester) are determined by curricula of UVO by specialties (for remote form of receipt of the higher education).

6. Structural divisions of UVO (faculty, department, the center and others) provide organizational and technical maintenance of studying by students of subject matters on specialties according to curricula of UVO on specialties (for remote form of receipt of the higher education).

7. The organization and carrying out practice of UVO are performed according to the Regulations on practice of students, cadets, listeners approved by the resolution of Council of Ministers of the Republic of Belarus of June 3, 2010 No. 860.

8. Other features of the organization of educational process, including requirements to functioning of the electronic educational circle, interaction of students and pedagogical workers, control and assessment of results of educational activities of students, are determined by UVO.

9. The format of carrying out certification of students, the schedule of holding laboratory examinations are determined in curricula of UVO by specialties in the following procedure:

the current certification - in internal format (certification of its carrying out studying the pedagogical worker in case of their personal interaction in the place) or in remote format (certification of the student by the pedagogical worker by means of ICT at distance);
