About support of resettlement to the Russian Federation the foreign citizens and stateless persons which are of interest to the Russian Federation and about features of their legal status in the Russian Federation

For the purpose of support of resettlement to the Russian Federation on the permanent residence of foreign citizens and stateless persons which are of interest to the Russian Federation and are capable to join organically in system of positive social links of the Russian society, being guided by part 3 of article 80 of the Constitution of the Russian Federation, the conventional principles and rules of international law, according to part one of article 24 of the Federal Law of August 15, 1996 No. 114-FZ "About procedure for departure from the Russian Federation and entry into the Russian Federation", Item 2 of article 3 of the Federal Law of July 25, 2002 "About legal status of foreign citizens in the Russian Federation" I decide No. 115-FZ:

1. Determine that foreign citizens and stateless persons (further also - foreign citizens) can address since April 15, 2026 with the petition for recognition their being of interest to the Russian Federation if they:

a) have achievements in the sphere of scientific technology development, production, sport, the creative (creative) industries, in the cultural and humanitarian sphere, in study;

b) made contribution to development of society, economy, ensuring defense capability and safety of the Russian Federation;

c) have especially demanded profession (specialty), qualification or skills.

2. Approve the enclosed Regulations on procedure for recognition of foreign citizens and persons without citizenship being of interest to the Russian Federation.

3. Determine that:

a) The Ministry of Internal Affairs of the Russian Federation determines authorized non-profit organization which founder is the called autonomous nonprofit organization and to which foreign citizens with the petition for recognition their being of interest to the Russian Federation address (further - the operator) by representation to autonomous nonprofit organization "Agency of Strategic Initiatives on Promotion of New Projects";

b) functions of the operator are determined by autonomous nonprofit organization "Agency of Strategic Initiatives on Promotion of New Projects" according to this Decree;

c) order of interaction of the operator with the Ministry of Internal Affairs of the Russian Federation, and also with foreign citizens, other persons and the organizations, the procedure and storage durations by the operator of information about the foreign citizens who addressed with the petition for recognition their being of interest to the Russian Federation, are determined by the Ministry of Internal Affairs of the Russian Federation taking into account offers of autonomous nonprofit organization "Agency of Strategic Initiatives on Promotion of New Projects";

d) for the purpose of control of activities of the operator, including its executive bodies, creation of collegiate organ of management (supervisory or other board) which structure affirms in accordance with the established procedure the founder of operator in coordination with the Ministry of Internal Affairs of the Russian Federation is provided in its charter.

4. Provide to the foreign citizens recognized being of interest to the Russian Federation and members of their families the right to address to territorial authority of the Ministry of Internal Affairs of the Russian Federation:
