1. Approve enclosed:

4. This resolution becomes effective since March 1, 2026 and is effective till March 1, 2032.

Criteria for inclusion of the organizations in the list of the organizations having the right to perform refining of precious metals

1. The organization stays on the special registry of the legal entities, individual entrepreneurs and artists-jewelers performing transactions with precious metals and gemstones with the type of economic activity entering into group with code 24.41 All-Russian Classifier of Economic Activities.

2. The organization has available:

a) the parcels of land belonging on the property right or on other legal cause, factory buildings, structures, constructions and rooms (the single isolated parts of buildings, structures, constructions and rooms) for implementation of activities for refining of precious metals, the rights to which are registered in the Single state real estate register;

b) the room for the purpose of accommodation of authorized officers of Federal assay chamber for implementation of federal state assay supervision according to Items 39 - 44 Provisions on federal state assay supervision, No. 1015 approved by the order of the Government of the Russian Federation of June 25, 2021 "About federal state assay supervision";

c) the technical means belonging on the property right or on other legal cause, the equipment and technical documentation, means of the software and measuring instrument which underwent checking according to the Federal Law "About Ensuring Unity of Measurements" necessary for implementation of refining of precious metals;

d) the production capacities and technologies necessary for production of the affined precious metals total amount in 3 calendar years corresponding to one of criteria:

at least 50 tons, including at least 9 tons of gold;

at least 20 total tons of amount of platinum and metals of platinum group (palladium, iridium, rhodium, ruthenium and osmium);

e) the test laboratory accredited in national accreditation system in accordance with the legislation of the Russian Federation;

e) instructions (drafts of instructions) provided by regulatory legal acts of the Government of the Russian Federation in the sphere of work of the organizations performing refining of precious metals;

g) departmental protection or private security or the signed contracts on rendering security services with the private security organization;

h) the certificate on statement on the state accounting of the object making negative impact on the environment;

i) the registration certificate of hazardous production facility in the state register of hazardous production facilities;

j) calculations of standard rates of admissible emissions of pollutants, standard rates of admissible dumpings of pollutants, and also allowing documents for emissions and dumpings, stipulated by the legislation the Russian Federation in the field of environmental protection, depending on category of object on the level of negative impact on the environment;

k) license for activities on operation explosion-fire-hazardous and chemically hazardous production facilities I, II and III classes of danger (when applicable);

l) allowing documents for implementation of activities for collection, transportation, processing, utilization, neutralization, placement of waste of the I-IV classes of danger according to the requirements provided by the Federal Law "About Production Wastes and Consumption" and the Federal Law "About Licensing of Separate Types of Activity".
