About approval of System of the state forecasting in the Kyrgyz Republic and the Procedure for development of the forecast of social and economic development of the Kyrgyz Republic

For the purpose of enhancement of development of forecasts of social and economic development of the Kyrgyz Republic, according to part 1 of Article 81-1 of the Budget code of the Kyrgyz Republic, Articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve:

1) System of the state forecasting in the Kyrgyz Republic (further - System) according to appendix 1;

2) the Procedure for development of the forecast of social and economic development of the Kyrgyz Republic (further - the Procedure) according to appendix 2.

2. To the ministries, the state committees, administrative departments, plenipotentiaries of the President of the Kyrgyz Republic in areas, the city halls of the cities of Bishkek and Osh and other public authorities in case of development of the corresponding forecasts of social and economic development to be guided by the System and Procedure approved by this resolution.

3. Recommend to the scientific and educational organizations and organizations, the private companies / organizations, to business entities with the state participation in case of development of forecasts of social and economic development to be guided by the System and Procedure approved by this resolution.

4. Recognize invalid:

1) the order of the Government of the Kyrgyz Republic "About Model of financial programming of the Kyrgyz Republic and management on its use" of October 9, 2013 No. 557;

2) the order of the Government of the Kyrgyz Republic "About approval of System of the state forecasting in the Kyrgyz Republic and the Procedure for development of the forecast of social and economic development of the Kyrgyz Republic" of May 17, 2018 No. 239;

3) the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About approval of System of the state forecasting in the Kyrgyz Republic and the Procedure for development of the forecast of social and economic development of the Kyrgyz Republic" of May 17, 2018 No. 239" of May 17, 2023 No. 265.

5. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

6. This resolution becomes effective after seven days from the date of official publication.

Appendix 1

System of the state forecasting in the Kyrgyz Republic

Chapter 1. General provisions

1. System of the state forecasting in the Kyrgyz Republic (further - System of the state forecasting) - the set of the interconnected elements consisting of the principles, documents, processes and participants of the state forecasting, providing development of the country on medium-term (from 3 to 5 years) and long-term (10 years and more) the periods.

2. The system of the state forecasting covers the relations arising between participants of process of the state forecasting in the Kyrgyz Republic and establishes bases of coordination of activities of state bodies and local government bodies, other participants of System of the state forecasting within the state forecasting.

3. The state forecasting - activities of public authorities and other participants of process of forecasting for development of scientifically based ideas of the purposes, the directions and priorities of social and economic development of the Kyrgyz Republic for the forthcoming period with indication of possible conditions of the main predicted indicators and target reference points of social and economic development of regions of the Kyrgyz Republic.

4. The system of the state forecasting establishes the basic principles, responsibility of participants, determines system of documents of the public strategic management and extends to the relations connected with development, approval, realization, monitoring and assessment.

5. Legal regulation of System of the state forecasting is based on the Constitution of the Kyrgyz Republic, the Budget code of the Kyrgyz Republic and is performed according to the laws, other regulatory legal acts of the Kyrgyz Republic and this System of the state forecasting.

Chapter 2. Principles of System of the state forecasting

6. The system of the state forecasting is based on the following principles:

1) unity and integrity - unity of the legislation in the sphere of the state forecasting and the principles of the organization and functioning of System of the state forecasting, unity of procedure of process of the state forecasting;

2) focus - the forecasting including the purposes and estimative numerical measure values which should be reached in economy by active state actions;

3) internal balance - coordination of all documents of System of the state forecasting among themselves on the macroeconomic purposes, tasks and the predicted indicators;

4) complexity - carrying out the comprehensive analysis when forecasting, adjustment of background of development of the parameter (indicator) and development of the forecast taking into account economic, political, legal and other factors;

5) alternativeness (diversity) - is recommended to develop several versions of the forecast that in case of change of situation to use other option;

6) adequacy - the maximum approach of forecast values to reality, tendencies, regularities, accounting stochastic (probabilistic) nature of real processes and assessment of probability of realization of the revealed tendencies;

7) independence of participants of process of the state forecasting in the choice of ways and methods of goal achievement and the solution of tasks within the established competence;

8) responsibility of participants of process of the state forecasting for low performance of the solution of tasks and results which were not achieved rather target indicators of development of the country within the established competence according to the legislation of the Kyrgyz Republic;

9) transparency (openness) - obligatory publication of documents of System of the state forecasting, except for the provisions containing information relating to questions of economic safety;

10) continuity, succession and the sequence - three components of success of goal achievement and tasks providing the continuous mechanism of functioning of System of the state forecasting.
