1. Approve the Instruction about procedure for development, approval (enforcement), promulgation (publication) of geodetic, cartographical regulations and rules it (is applied).

2. Declare invalid the resolution of the State committee on property of the Republic of Belarus of March 17, 2009 No. 19 "About approval of the Instruction about procedure for development, approval (enforcement) of geodetic, cartographical regulations and rules".

3. This resolution becomes effective after its official publication.

The instruction about procedure for development, approval (enforcement), promulgation (publication) of geodetic, cartographical regulations and rules

Chapter 1. General provisions

1. This Instruction establishes procedure for development, approval (enforcement) of geodetic, cartographical regulations and rules (further if other is not provided, – GKNP), promulgation (publication) of GKNP.

2. For the purposes of this Instruction the following terms and their determinations are used:

kartografo-geodetic regulation – planning process, developments of GKNP establishing technical regulations and rules, other requirements, obligatory for observance (further – technical requirements) to objects of kartografo-geodetic regulation, conducting examinations, acceptances (approval), the analysis of scientific and technical level, change, recognition invalid, promulgation (publication) of GKNP;

objects of kartografo-geodetic regulation – production of geodetic and cartographical works, the geodetic and cartographic materials and data received as a result of such works, other geodetic and cartographical products (further respectively – materials and data, products), standard components of National infrastructure of spatial data, processes of use and storage, realization, utilization of materials and data, products, quality, control and acceptance of geodetic and cartographical works, materials and data, products, and also rendering services in the field of geodetic and cartographic activities;

the GKNP system – set of the approved and interconnected GKNP developed in the course of kartografo-geodetic regulation.

3. The basic principles of kartografo-geodetic regulation are:

target work planning on project development of GKNP, including projects of changes of GKNP (further if other is not provided, – the GKNP projects);

priority of nation-wide, cross-industry approach;

technical and economic justification;

coordination and coherence of the established technical requirements in all GKNP without duplication, from fundamental general nature to specific technical requirements on work types and separate processes, materials and data, products;

use of modern achievements of science, equipment and advanced technologies;

compliance of the established technical requirements to the current legislation;

use of foreign experience in area of geodetic and cartographic activities;

harmonization of the technical requirements established in GKNP with requirements of the international and (or) national technical regulatory legal acts in the field of geodetic and cartographic activities of other states with which there are relevant international agreements;

availability of GKNP, information on their development, including changes of GKNP, approval (enforcement) and promulgation (publication).

4. Project development of GKNP is performed by the state specialized organizations which are a part of the system of the State committee on property (further – the organizations contractors), on the basis of concluded with the State committee on property (further – the State Property Committee) agreements.

The organization contractor can attract to project development of GKNP as collaborators other organizations (further – the organizations collaborators) and (or) the certain specialists having necessary professional level in the field of geodetic and cartographic activities on the basis of the agreement.

5. Technical requirements to statement and registration of GKNP are established in the relevant GKNP approved by the State Property Committee.

Chapter 2. GKNP system

6. Depending on uniformity of objects of kartografo-geodetic regulation of GKNP are developed as a part of the following subjects of objects of kartografo-geodetic regulation:

the state reference system of coordinates, the state reference system of heights, the state system of gravimetric measurements, other reference systems of coordinates established for application and used in the Republic of Belarus;

creation, development, inspection and recovery of the state geodetic network, including network of permanent geodetic Items of Satellite system of exact positioning of the Republic of Belarus, state leveling network, state gravimetric network;

creation, development, inspection and recovery of geodetic networks of condensation and leveling networks of condensation in settlements;

creation, updating and edition of the state topographic maps and state topographical plans;

creation, updating and edition of topographical plans of settlements;

remote sensing of Earth with use of the film-making equipment of land and air basing for the purpose of ensuring geodetic and cartographical works;

processing of materials and data of remote sensing of Earth (photogrammetric works) with use of the film-making equipment of land, air basing and space basing for the purpose of ensuring geodetic and cartographical works, production on the basis of these materials and data of products;

geodynamic researches based on geodetic and space measurements;
