About approval of professional standards in the sphere of information technologies

According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" and the subitem 73) of Item 15 of the Regulations on the Ministry of the artificial intelligence and digital development of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 9, 2025 No. 846, I ORDER:

1. Approve:

1) the professional standard "Architects of the Software" according to appendix 1 to this order;

2) the professional standard "Creation and Information Resource Management" according to appendix 2 to this order;

3) the professional standard "Development of Graphical and Multimedia Design" according to appendix 3 to this order;

4) the professional standard "Testing of the Software" according to appendix 4 to this order;

5) the professional standard "Administration of Databases" according to appendix 5 to this order;

6) the professional standard "Administration of Operating Systems" according to appendix 6 to this order;

7) the professional standard "Development of Technical Documentation" according to appendix 7 to this order;

8) the professional standard "Administration and Maintenance of Web" according to appendix 8 to this order.

2. To provide to committee of artificial intelligence and data management of the Ministry of artificial intelligence and digital development of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) the direction of this order within five working days from the date of its signing in the state and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of artificial intelligence and digital development of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising first vice-minister of artificial intelligence and digital development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Professional standard: "Architects of the software"

Chapter 1. General provisions

1. Scope of the professional standard: assessment and the analysis of systems, development of system decisions, development of IT strategy, concepts and architecture of IS, implementation of innovations in business processes, consultation in case of the choice and implementation of optimum systems, from the point of view of the IT strategy of the company, IT and use of investments into IS with the maximum benefit.

2. In this professional standard the following terms and determinations are applied:

1) the information system (IS) – the organizational ordered set of the information and communication technologies, service personnel and technical documentation realizing certain technological actions by means of information exchange and intended for the solution of specific functional objectives.

2) information technology (IT, IT) is the process using set of means and methods of collection, processing and data transmission for receipt of information of new quality on condition of object, process or the phenomenon.

3) information technologies (IT, from English Information Technology, IT) is class of the spheres of activity relating to technologies of management and processing of huge flow of information using computer facilities.

4) support of IS – the ensuring use by IS put into commercial operation according to its appointment including actions for carrying out adjustment, modification and elimination of defects of the software without carrying out upgrade and implementation of additional functional requirements and on condition of preserving its integrity.

5) architecture of information system – the concept determining model, structure, the carried-out functions and interrelation of components of information system.

6) the database – data set, organized according to the conceptual structure describing characteristics of these data, and also interrelations between their objects.

7) redesign – modification of graphical and/or structurally functional components of already existing website or software product.

8) the graphical interface of the user (graphical user interface - GUI) – certain program the giving opportunity to use elements of the user interface in the form of graphical objects.

9) the design (UserCenteredDesign) oriented to the user – provides combination of ergonomic, esthetic, art requirements to system

10) the user interface – elements of the interface of system which are used by the user in operating time in system (the menu, buttons, dialog boxes) in the form of objects in which color scale, the size, style and other graphical opportunities is considered.

11) the international standard classification of education (ISCE) – the document intended for the classification and representation comparable at the international level of statistical data in education system.

12) systems of automation of development of programs (CASE – means) – tool kit and methods of program engineering for designing of the software which helps to provide high quality of programs, lack of mistakes and simplicity in servicing of software products.

3. In this professional standard the following reducings are applied:

1) UI – user interface (the user interface);

2) GUI – Graphical user interface (the graphical user interface);

3) TCP/IP – Transmission Control Protocol/Internet Protocol (The protocol of management the transfer / Internet Protocol);

4) KPI – Key Performance Indicator (Key performance indicators);

5) MVP – minimum viable product (minimum viable product);

6) HSV – Hue, Saturation, Value (color tone, saturation, value of color);

7) CASE – computer-aided software engineering (designing of the computer software);
