According to article 22 of the Law of the Republic of Kazakhstan "About the state services" for the purpose of continuous improvement of process, increase in efficiency of rendering the state services and within execution of Item 1 of subitem 3 of the Minutes of the Interdepartmental commission on questions of rendering the state services No. 5 of October 14, 2024, PRIKAZYVAYEM:

1. Start pilot project on rendering the state services "Registration at the Place of Residence of Citizens of the Republic of Kazakhstan" and "Temporary Registration in the Place of Temporary Stay (Accommodation) of Citizens of the Republic of Kazakhstan" for physical persons electronically.

2. Approve the enclosed Algorithm of realization of pilot project according to appendix.

3. "The Government for Citizens state corporation to provide to non-commercial joint-stock company establishment formatno-logistic kontroly in the integrated information system of Service centers of the population regarding exclusive search of housing where owners are minor or incapacitated persons.

4. To provide to committee of migratory service of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) within five working days from the date of approval of this joint order the direction in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan after its official publication.

5. To impose control of execution of this joint order on the deputy minister of internal affairs of the Republic of Kazakhstan and the supervising vice-minister of artificial intelligence and digital development of the Republic of Kazakhstan.

6. This joint order becomes effective from the date of its first official publication and is effective till June 30, 2026.

Algorithm of pilot project on rendering the state services "Registration at the Place of Residence of Citizens of the Republic of Kazakhstan" and "Temporary Registration in the Place of Temporary Stay (Accommodation) of Citizens of the Republic of Kazakhstan" for physical persons electronically

Chapter 1. General provisions

1. This Algorithm determines procedure for realization of pilot project regarding rendering the state service "Registration at the Place of Residence of Citizens of the Republic of Kazakhstan" and "Temporary Registration in the Place of Temporary Stay (Accommodation) of Citizens of the Republic of Kazakhstan" for physical persons electronically.

2. In this Algorithm the following reducings are used:

1) State corporation - non-commercial joint-stock company "The Government for Citizens state corporation;

2) service - the state service "Registration at the Place of Residence of Citizens of the Republic of Kazakhstan";

3) GBD FL - the state database "Physical persons";

4) IS ZAGS - information system of acts of civil status;

5) E-social security - the automated information system "E-social security";

6) IIS TsON - the integrated information system of Service centers of the population;

7) PEP - the portal of "the electronic government";

8) NOBD - the national educational database;

9) EPVO - Single platform of the higher education.

Chapter 2. Order of interaction of uslugopoluchatel and State corporation

3. In case of the request of uslugopoluchatel for receipt of service the worker determines reception of department of State corporation who is owner of the dwelling in which registration at the place of residence is planned.

4. If owner is minor or incapacitated person, the worker reception of department of State corporation sends uslugopoluchatel to the operational hall.

5. If the owner does not belong to the categories specified in item 4 the worker reception of department of State corporation informs uslugopoluchatel on need of receipt of service in online format, including by the address to the sector of self-service of department of State corporation.

6. When rendering service in registration to housing belonging to the minor or incapacitated person the employee of State corporation enters IIN of the owner into IIS TsON which performs check of IIN on compliance of FLK according to data from GBD FL and E-social security.

7. In case of positive result of check the employee of State corporation performs verification of the documents confirming powers of the legal representative of the owner and in case of their compliance draws up the request in IIS TsON.

8. In case of negative result of check of IIS TsON issues the warning of impossibility of rendering service and the employee of State corporation refuses rendering service with informing uslugopoluchatel on need of receipt of service in online format by means of PEP, the EgovMobile mobile application and other objects of informatization, according to the order of the Minister of Internal Affairs of the Republic of Kazakhstan of March 30, 2020 to No. 267 "About approval of Rules of rendering the state services in questions of documentation and registration of the population of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan at No. 20192).
