Based on subitems 1.13 and 1.37 of Item 1 of Article 22, the Ministry of Architecture of the Republic of Belarus DECIDES: parts one of Item 5 of article 44 of the Code of the Republic of Belarus about architectural, town-planning and construction activities
1. Approve the Instruction about procedure for technical assessment of suitability of construction materials and (or) construction products it (is applied).
2. Determine the scientific and project and production republican unitary enterprise "STROYTEKHNORM" the basic organization for technical assessment of suitability of construction materials and (or) construction products, maintaining the register of technical certificates on suitability of construction materials and (or) construction products (further - the basic organization).
3. This resolution becomes effective after its official publication.

1. This Instruction establishes criteria of technical assessment of suitability of construction materials and (or) construction products (further - technical assessment of suitability), procedure for work by technical evaluation of suitability, procedure for maintaining the register of technical certificates on suitability of construction materials and (or) construction products (further - the Register of technical certificates).
This Instruction does not extend to repeatedly applied construction materials and (or) construction products received in case of dismantle of buildings, constructions.
2. For the purposes of this Instruction the terms "construction product", "construction material", "technical assessment of suitability of construction materials and (or) construction products" are used in the values determined respectively by subitems 1. 76, 1.78 Items 1 of Article 1, part one of Item 5 of article 44 of the Code of the Republic of Belarus about architectural, town-planning and construction activities, the term "authorized body" - in the value determined in Item 2 of article 1 of the Law of the Republic of Belarus of October 28, 2008 No. 433-Z "About bases of ministerial procedures" and also the following terms and their determinations:
the analysis of condition of production of construction materials and (or) construction products (further - the analysis of condition of production) - the action performed by the organization authorized on carrying out technical assessment of suitability is direct in the place of implementation of activities for production for the purpose of establishment of capability of the manufacturer of products steadily to turn out products conforming to technical requirements, confirmable (confirmed) when carrying out technical assessment of suitability;
criteria of technical assessment of suitability - parameters which are subject to estimation and the analysis when carrying out technical assessment of suitability.
3. Works on technical assessment of suitability are carried out by the organizations from among authorized bodies on implementation of the ministerial procedure provided in subitem 3.8.1 of Item 3.8 of the single list of the ministerial procedures performed concerning subjects of the managing approved by the resolution of Council of Ministers of the Republic of Belarus of September 24, 2021 No. 548 (further - authorized organization).
4. Works on technical assessment of suitability are carried out by authorized organization based on the contract with the manufacturer authorized by the manufacturer person, the importer of construction materials and (or) construction products (further if other is not specified, - construction products), the consumer of construction products (further - the customer) according to the procedure, established by this Instruction.
5. Technical assessment of suitability is carried out by authorized organization based on the documents submitted by the customer (the specifications or the standard of the organization establishing safety requirements to construction products, design and technological documentation, the certificate of conformity of quality management system, results of the testing of construction products which are carried out in test laboratories (centers) accredited in the National accreditation system of the Republic of Belarus, shipping documents).
6. Criteria of technical assessment of suitability are:
development of the test program, testing procedure of construction products (if necessary);
identification, sampling (tests) of construction products with carrying out their testing;
the analysis of condition of production (in case of technical assessment of suitability of products of serial production);
decision making about technical assessment of suitability of construction products.
7. The test program of construction products shall contain:
the list of the indicators of safety and quality which are subject to technical assessment of suitability;
designation of the technical regulatory legal acts obligatory for observance (further - TNPA) establishing test methods;
names of test laboratories (centers) accredited in the National accreditation system of the Republic of Belarus;
delivery conditions and storages of samples (tests);
name and designation of construction products, name of the manufacturer;
name of the customer.
8. Testing of samples (tests) of construction products carry out test laboratories (centers) accredited in the National accreditation system of the Republic of Belarus for the program developed by authorized organization.
For carrying out testing it is necessary to use the testing procedures given in the operating TNPA.
