1. Approve the enclosed Rules of centralized operation by public communication network.

2. Recognize invalid:

the order of the Government of the Russian Federation of February 12, 2020 No. 127 "About approval of Rules of centralized operation by public communication network" (The Russian Federation Code, 2020, No. 8, the Art. 1002);

the order of the Government of the Russian Federation of December 17, 2021 No. 2343 "About modification of the order of the Government of the Russian Federation of February 12, 2020 No. 127" (The Russian Federation Code, 2021, No. 52, the Art. 9177);

the order of the Government of the Russian Federation of September 15, 2023 No. 1505 "About modification of Rules of centralized operation by public communication network" (The Russian Federation Code, 2023, No. 39, the Art. 7023);

Item of 2 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of October 27, 2023 No. 1790 "About introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2023, No. 44, the Art. 7900).

3. This resolution becomes effective since March 1, 2026 and is effective till March 1, 2032.

Rules of centralized operation by public communication network

I. General provisions

1. These rules determine:

a) types of threats of stability, safety and integrity of functioning in the territory of the Russian Federation the Internet (further - Internet network) and public communication networks;

b) regulations of determination of the threats specified in the subitem "an" of Item 1 of these rules and measures for their elimination, including cases of control of technical means of counteraction to such threats (further - technical means of counteraction to threats) and transfers of mandatory instructions of Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (further - instructions) to persons participating in centralized operation by public communication network (telecom operators, owners or other owners of technological communication networks, owners or other owners of points of exchange of traffic, owners or other owners of the communication lines crossing frontier of the Russian Federation, organizers of distribution of information to the Internet networks having unique identifier of set of means of communication and other technical means in Internet network (further - autonomous system number), other persons, if such persons have autonomous system number, and also persons specified in article 10.2-1 of the Federal law "About Information, Information Technologies and on Information Protection") (further - centralized operation);

c) requirements to organizational technically interaction within centralized operation, including procedure and terms of consideration of claims of telecom operators to functioning of technical means of counteraction to threats and requests of telecom operators about provision of data on functioning of technical means of counteraction to threats in communication network of the telecom operator (further - request about provision of data);

d) methods of determination by Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications of technical capability of execution of the instructions transferred within centralized operation;

e) conditions and cases in case of which the telecom operator has the right not to direct traffic via technical means of counteraction to threats.

2. Centralized operation is exercised of Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications.

II. Types of threats of stability, safety and integrity of functioning in the territory of the Russian Federation Internet networks and public communication networks

Under the threat of stability of functioning in the territory of the Russian Federation of Internet network and public communication networks the threat in case of which operability of communication network in case of defect of fragment of communication network is broken, and also in the conditions of external destabilizing actions of natural and technogenic nature and to which the following types of threats belong is understood:

a) threats of impossibility of access to communication services because of accidents or overload of hub site owing to which communication services become unavailable to physical persons and legal entities including the challenge of emergency field services cannot be performed;

b) threats of impossibility of communication services provision to owners of crucial objects if such impossibility of communication services provision can lead to violation or the termination of functioning of crucial objects.

4. The functioning safety hazard in the territory of the Russian Federation of Internet network and public communication networks is understood as threat in case of which the capability of communication network is broken to resist to attempts of illegal access to technical and to software of public communication network, the deliberate destabilizing internal or external information impacts breaking functioning of public communication network and also to the impacts connected with distribution to Internet networks of information, access to which is subject to restriction in accordance with the legislation of the Russian Federation and to which the following types of threats belong:

a) threats of violation of information security (confidentiality, integrity, availability) automated control systems for communication networks of telecom operators, automated control systems of technological communication networks, management systems for points of exchange of traffic, technical means and the software of the center of monitoring and network management of public communication as a part of radio-frequency service (further - the center of monitoring and management), technical means of counteraction to threats, national domain name system, and also critical information infrastructure of the Russian Federation;

b) threats of provision of information access or to information resources in Internet networks, access to which is subject to restriction in accordance with the legislation of the Russian Federation;

c) threats of counteraction (difficulty) to access restriction to information or information resources in Internet networks, access to which is subject to restriction in accordance with the legislation of the Russian Federation;
