About approval of the Procedure for maintaining the list of the authorized systems on safety

According to part three of article 10 of the Law of Ukraine "About information protection in information communications systems", Item 105 parts one of article 14 of the Law of Ukraine "About Public service of special communication and information protection of Ukraine", subitem 95-34 of Item 4, of Item 10 of the Regulations on Administration of Public service of special communication and information protection of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of September 03, 2014 No. 411, of the Procedure for authorization on safety of information, electronic communications, information and communication, technological systems approved by the resolution of the Cabinet of Ministers of Ukraine of June 18, 2025 No. 712, ORDER:

1. Approve the Procedure for maintaining the list of the authorized systems on safety which is applied.

2. To provide to department of information protection of Administration of Public service of special communication and information protection of Ukraine submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. I reserve control over the implementation of this order.

Procedure for maintaining the list of the authorized systems on safety

1. This Procedure determines procedure of maintaining the list of the authorized systems for safety (further - the list), inclusion of information, electronic communications, information and communication, technological systems in which the state information resources or information with limited access, the requirement for which protection is established by the law, objects of critical information infrastructure (further - systems) in the list and exception of it, provision of access to the list and information from it, are processed.

2. In this Procedure terms are used in the value given in the Laws of Ukraine "About information protection in information communications systems", "About public service of special communication and information protection of Ukraine", "About the basic principles of ensuring cyber security of Ukraine" and the Procedure for authorization on safety of information, electronic communications, information and communication, technological systems approved by the resolution of the Cabinet of Ministers of Ukraine of June 18, 2025 No. 712 (further - the Procedure for authorization).

3. Maintaining the list is performed by Administration of Public service of special communication and information protection of Ukraine electronically.

4. Information on the authorized systems on safety containing in the list is open, public and free, and will be promulgated on the official website of Public service of special communication and information protection of Ukraine, except information with limited access and information, access to which is limited according to the legislation for action of warlike situation.

5. The information access with limited access from the list is provided according to the legislation.

6. In the list the following data on the authorized systems on safety are entered:

sequence number of system in the list;

System identifier (in the presence);

name of system;

the name, identification code of the legal entity in the Unified state register of the companies and organizations of Ukraine / registration number of accounting card of the taxpayer or series (in the presence) and passport number of the citizen of Ukraine (for physical persons which because of the religious beliefs refuse acceptance of registration number of accounting card of the taxpayer and officially reported about it to the relevant monitoring body and have mark in the passport of the citizen of Ukraine) the owner or the manager of system;

date of inclusion of system in the list;

deadline of carrying out planned authorization of system on safety.

7. Inclusion of system in the list, except systems in which information which is the state secret is processed is performed within ten working days from the date of receipt of authorization leaf in case of the complete information specified in it according to appendix 1 to the Procedure for authorization.

8. Inclusion of system in which information which is the state secret in the list is processed is performed within thirty calendar days from the date of submission of the authorization letter and appendices to it in case of absence in the authorization letter and appendices to it of shortcomings and discrepancies, the specified in paragraphs four - the seventh Item 11 of the Procedure for authorization.

9. By results of inclusion of system in the list the Administration of Public service of special communication and information protection of Ukraine within five working days from the date of inclusion sends to the owner or the manager of system the notification in form according to appendix 2 to the Procedure for authorization.

10. The exception of systems of the list is performed within five working days from the date of canceling of authorization of system on safety what the Administration of Public service of special communication and information protection of Ukraine within five working days from the date of exception reports the letter of the owner or manager of system about.

11. Inclusion in the list and exception from it of systems which are the localized one-machine odnopolzovatelny complexes informing owners or managers of such systems on their inclusion or exception of the list is performed taking into account paragraph one of Item 11 of the Procedure for authorization.
