2. Approve the Algorithm of realization of pilot project according to appendix to this joint order.

3. To committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan, Non-commercial joint-stock company "The Government for Citizens state corporation (further - the NAO):

1) to provide rendering of services on filing of applications on receipt of the car driver license for the first time by means of the portal of "the electronic government", the mobile applications EgovMobile, "TsON", and also information systems of banks of the second level and professional associations on training of the transport drivers connected to information system "Driving school" taking into account ensuring information security and personal data protection according to requirements of the laws of the Republic of Kazakhstan "About informatization", "About personal data and their protection", the orders of the Government of the Republic of Kazakhstan of December 20, 2016 to No. 832 "About approval of Single requirements in the field of information and communication technologies and ensuring information security";

2) to exclude reception of applications on receipt of car driver licenses for the first time and on their replacement through branches of the NAO (except for replacements of the foreign car driver license by the national).

4. To National Information Technologies joint-stock company to take measures for placement of the passport of service in issue of car driver licenses for the first time on the portal of "the electronic government" and in the EgovMobile mobile application with reference to service in the TsON mobile application.

5. To committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan to provide within five working days from the date of approval of this joint order the direction it to the copy in the state and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan

Chapter 1. General provisions

1. This Algorithm determines procedure for realization of pilot project regarding filing of applications on receipt of the car driver license for the first time when rendering the state service "Issue of Car Driver Licenses" by means of the portal of "the electronic government", the mobile applications EgovMobile, "TsON", services of information systems of banks of the second level and professional associations by training of the transport drivers connected to AIS "Driving school" (further - objects of informatization).

2. In this Algorithm the following reducings are used:

1) AIS STs - the automated information system "Service Center" of Committee of administrative police of the Ministry of Internal Affairs;

2) traffic regulations - the software of "traffic regulations";

3) IS MZ - information system of the Ministry of Health;

4) AIS "Driving school" - the automated information system on accounting of the educational organizations for training of transport drivers and the trained persons;

5) IS "ERDB" - the information system "Electronic Register of Dispensary Patients";

6) UAP - Management of administrative police of Department of police;

7) the EDS - the digital signature.

3. Process of issue of the car driver license for the first time by means of objects of informatization includes the following stages:

1) the choice of service by means of the corresponding services of objects of informatization;

2) click-through in case of the choice of service on the portal of "the electronic government" or in the EgovMobile mobile application;

3) authorization or registration in the TsON mobile application, or through the corresponding services of other objects of informatization;
