About measures for optimization of quantity of managerial established posts of republican executive bodies due to widespread introduction of digitalization in their activities

Proceeding from the large-scale reforms undertaken in such directions as implementation of modern market mechanisms and digital technologies in activities of state bodies, attraction of private sector to implementation of functions of the state and also for the purpose of ensuring efficiency and effectiveness of activities of republican executive bodies, I decide reducings management expenses:

1. Take into consideration that:

(a) according to the resolution of the President of the Republic of Uzbekistan of October 14, 2024 No. PP-358 approves the Strategy of development for technologies of artificial intelligence till 2030;

(b) according to the resolution of the Cabinet of Ministers of July 10, 2025 No. 425 is approved the list of priority projects on implementation of the technologies of artificial intelligence realized by the ministries and departments in 2025-2026;

(c) according to the Presidential decree of the Republic of Uzbekistan of June 26, 2025 No. UP-105 "About Measures for Implementation of Modern Services by Committee of Treasurer Service and the Off-budget Pension Fund under the Ministry of Economics and Finance" in system of the Ministry of Economics and finance are reduced 1 080 managerial established posts due to digitalization of the sphere;

(d) according to the Presidential decree of the Republic of Uzbekistan of July 14, 2025 No. UP-111 "About Measures for Increase in Efficiency, Pro-activity and Effectiveness in System of Public Administration" are determined review and optimization of regular structures of executive office of the Government and executive bodies.

2. Approve offers of the Cabinet of Ministers on optimization of quantity of managerial established posts of republican executive bodies due to digitalization of the tasks and functions assigned to them.

3. Approve:

(a) the quantity of managerial established posts of republican executive bodies optimized since November 1, 2025 according to appendix No. 1 *;

(b) the optimized quantity of established posts of deputy managers in committees, the agencies and inspectorates according to appendix No. 2*.

4. Provide to republican executive bodies:

(a) reducing non-core tasks and implementation in activities of digital technologies;

(b) creation of technical infrastructure for data processing and start of the projects based on artificial intelligence, implementation of priority projects in this direction in the social sphere and industries of economy;

(c) increase in knowledge and skills of the population of use of technologies of artificial intelligence, development of personnel potential.

5. To the ministry of digital technologies together with the ministries and departments to carry out work on enhancement, automation and digitalization of their tasks and functions on the basis of digital technologies.

6. To heads of the republican executive bodies provided in appendices No. No. 1 and 2 * to this Decree:

(a) in week time to create the commissions on optimization of number of workers in central office and the subordinated organizations, and also to approve the list of the reduced positions;

(b) in employment relationships with workers whose established posts are reduced to provide strict observance of requirements of the labor law and non-admission of violation of labor rights of workers.
