About measures for implementation of modern services by Committee of treasurer service and the Off-budget pension fund under the Ministry of Economics and finance

In recent years at the expense of the finance of modern services implemented in system appointment in pro-active form of 62 percent of old-age pensions, payment by means of bank cards over 90 percent of the salary, pensions, benefits and grants, and also execution electronically of financial documentation of state-financed organizations are reached.

In this direction the number of established posts of Committee of treasurer service and Off-budget pension fund in the last two years is reduced by 1 940 units, or 45 percent, next year reducing number of persons employed of local link to 4 times is provided.

For the purpose of expansion of opportunities of use of pension and treasurer services for citizens, and also the companies and the organizations by enhancement of system of their rendering I decide:

I. Main directions and purposes

1. Determine the main directions and the purposes of implementation of modern services in pension and treasurer activities:

(a) creation of compact offices of servicing in regions by digitalization and automation of systems of treasury and provision of pensions;

(b) achievement of the translation of the services rendered to citizens completely in electronic and pro-active forms;

(c) use of artificial intelligence and modern technologies for ensuring openness in financial transactions;

(d) providing the target direction of the saved budgetary funds for increase in effectiveness of industries.

II. Implementation of compact management system by means of modern services

2. Abolish since January 1, 2027 district (city) departments of Committee of treasurer service (further - Committee of treasury) and the Off-budget pension fund under the Ministry of Economics and finance (further - the Pension fund) due to digitalization of their activities. At the same time in regional governments of Committee of treasury and the Pension fund the compact offices of rendering services from 1 - 3 established posts covering business processes and functions in each area and the city are created.

3. Determine that:

(a) since July 1, 2026 due to automation of processes in system of treasury the Digital Treasury system providing takes root:

(i) achievement of reducing human factor in data analysis, development of short-term and long-term forecasts of ensuring liquidity with use of technologies of business intelligence (Business intelligence), and also implementation of treasurer transactions on the basis of technologies of artificial intelligence;

(ii) integration of management information system public finances with system of Community of the world interbank financial telecommunications (SWIFT) for implementation of foreign currency transactions in digital format;

(iii) implementation of the mechanism of automatic detection in the Program E-risk complex of the financial risks connected with possible violation of acts of the legislation in the course of implementation of public procurements and payment transactions and also notifications and informing on the basis of the revealed risks;

(b) since December 1, 2026 by automation of the following processes in the pension system:

(i) the online service "My Pension" in early determination of the size of pension on the basis of the available electronic data on length of service and the salary of citizens takes root;

(ii) all services of provision of pensions are completely transferred to pro-active, electronic and interactive forms.

4. Determine that in Committee of treasury and the Pension fund as a result of acceleration of works on digitalization and transfer of separate tasks of district (city) departments to regional governments the number of managerial established posts is optimized on 1 080 units. At the same time:

(a) in district (city) departments of Committee of treasury 594 established posts, from them are reduced:

(i) since August 1, 2025 178 established posts - due to transfer to electronic form and automation of treasurer transactions;

(ii) since January 1, 2026 208 established posts - due to digitalization of process of obtaining in the form of cash of the salary and the payments equated to it;

(iii) since July 1, 2026 208 established posts - due to digitalization of practice of the conclusion and registration of agreements in the sphere of public procurements;

(b) in district (city) departments of the Pension fund 486 established posts, from them are reduced:

(i) since September 1, 2025 241 established posts - due to appointment in pro-active form of old-age pensions and disability;

(ii) since January 1, 2026 104 established posts - due to implementation of the digital signature and system of biometric identification (Face-ID) in case of pension payment;

(iii) since December 1, 2026 141 established posts - due to implementation of artificial intelligence in functioning of the Call-centers and complete digitalization of data.

III. Digitalization and the organization of activities on the basis of new approach

5. For the purpose of complete digitalization of pension these citizens:

(a) Bureau of forced execution (M. Egamberdiyev) till October 1, 2025 to implement system of preliminary informing citizens before the address of collection on retirement benefits in the course of forced execution;

(b) To the Ministry of Defence (Sh. Halmukhamedov) till November 1, 2025 to take measures for integration of submission of data on the period of passing of military service of the citizens staying on the registry in bodies for cases of defense and which are granted pension, in information system of the Pension fund by means of the Interdepartmental integration platform of the Electronic Government system;

(c) to assistants to hokim together with "the makhallinsky seven" to carry out in July - October, 2025 in each makhalla propaganda activities on digitalization of data of the service record of citizens by means of district (city) departments of employment and reducing poverty;

() to the Ministry of the higher education, science and innovations (K. Sharipov) till August 1, 2026:

(i) completely to tsifrovizirovat data on the period of study of citizens in the highest educational institutions;

(ii) create possibility of the direction in electronic base of the Ministry of data on the period of study of citizens in the highest educational institutions by means of the centers of the state services.

6. In system of the Ministry of Economics and finance since August 1, 2025 at the expense of the optimized established posts provided in item 4 of this Decree:

(a) to allocate 92 established posts for digitalization and development of master plans of the territories, acceleration of projects of renovation, enhancement of strategy of land reforms, expansion of service industry and opportunities of venture funding, creation of chain of value added in the industry, the organization of works in the field of "green" technologies and energy efficiency, and also the effective organization of system of national health insurance;

(b) to enter position of the vice-chairman of Committee of treasury on digital transformation and strategic development;
