About measures for increase in efficiency, pro-activity and effectiveness in system of public administration
For the purpose of increase in efficiency of expert ensuring execution of reforms, social and economic development of regions and industries, further improvement of business environment, increase in responsibility and initiative of state bodies, I decide strengthenings of interrelation between all control links:
1. Approve:
(a) updated structure of Administration of the President of the Republic of Uzbekistan according to appendix No. 1 *;
(b) Regulations of Administration of the President of the Republic of Uzbekistan according to appendix No. 2 *;
(c) the extreme number of employees of the organizations in case of the President of the Republic of Uzbekistan and under its Administration according to appendix No. 3 *;
(d) categories of compensation on the Single scale of charges of the leading and ranking officers of Administration of the President of the Republic of Uzbekistan according to appendix No. 4*.
2. According to updated structure of Administration of the President of the Republic of Uzbekistan (further - Administration):
(a) to abolish the Agency of information and mass communications, and also to transfer its tasks and functions on control and monitoring in the sphere of information of Inspectorate for control in the sphere of informatization and telecommunications;
(b) To transfer the center for questions of mass communications to subordination of Administration;
(c) to create Agency on control of drugs and firearms based on the National center for control of drugs;
(d) to create the Center of preparation of content for mass media based on the Media center of the Press service of Administration;
(e) to create the Agency of management efficiency based on the Agency of development of public service;
(g) to transfer Fund of cultural development and art under the Cabinet of Ministers to subordination of Administration.
3. For the purpose of ensuring implementation of pro-active policy by republican executive bodies to implement since August 1, 2025:
(a) expansion of opportunities of the ministries and departments on adoption of departmental regulatory legal acts within the powers on regulation of the sphere supervised by them, strengthening of public control over them;
(b) creation of possibility of completion (editing) of departmental acts in case of state registration in the Ministry of Justice, implementation of practice of recognition in automatic procedure voided departmental acts which state registration it is refused;
(c) permission to entering of precepts of law into departmental acts, including health regulations, regulations and hygienic standard rates, phytosanitary requirements, environmental standards and rules, veterinary both veterinary health regulations and regulations (technical documents) in the course of their reduction in compliance to international standards.
4. To the Cabinet of Ministers together with the Agency of strategic reforms and the Agency of management efficiency:
(a) till August 1, 2025 to determine the list of the questions regulated by the orders of the Government, departmental acts and acts of public authorities on places;
(b) till September 1, 2025 to bring packet of drafts of the regulatory legal acts providing in Administration:
(i) increase in efficiency of activities republican and local executive bodies, directed to elimination of bureaucratic barriers, cancellation of duplicative control functions, ensuring transparency and openness in case of decision making;
(ii) further expansion of economic, administrative and financial powers of local khokimiyats on complex development of regions, employment and increase in the income of the population;
(c) till August 1, 2025 taking into account requirements of this Decree to review regular structures of executive office of the Government and executive bodies, and to make the offer on their optimization.
5. To the Supreme Court together with the Constitutional court, the Prosecutor General's Office and the Ministry of Justice in two-month time to make in Administration suggestions for improvement of court practice on cancellation, change and recognition invalid regulatory legal acts and administrative acts of normative nature with carrying out the analysis of the addresses arriving on them.
6. To advisers to the President and chiefs of structural divisions of Administration:
(a) to discuss on regular basis (at least once a week) condition and the prospects of development of cases in the fixed directions, at the same time to strengthen efficient dialogue and cooperation with the state organizations, business community, business community, activists of regions and representatives of private sector;
(b) to carry out permanent monitoring of processes of social and economic development, to perform information collection about the state of affairs and the prospects of development of regions and industries, to submit it for consideration to the President of the Republic of Uzbekistan with refining of solutions of pressing problems;
(c) to take on control timely forming and accomplishment in full of state programs of social and economic development, including implementation of investment projects, projects of public-private partnership and other large projects in industries and regions;
(d) to take measures of enhancement of organizational structures and methods of work of executive bodies on further improvement of business environment, to involvement of new opportunities of growth, increase in the income of the population, and also digitalization of their activities, strengthening of responsibility and accountability of officials;
(e) to increase overall performance of managements and sectors as a part of division by forming of their activities on the basis of modern requirements and independent determination of task allocation, operational mobilization of workers to the solution of topical issues;
(g) to implement in activities of workers modern means of the analysis and visualization of data, project managements, time and effectiveness, including technologies of artificial intelligence and other digital means.
7. Determine that the head of Administration and his deputies, assistants, advisers, representatives of the President and chiefs of structural divisions of Administration are appointed to position and are dismissed by the President of the Republic of Uzbekistan.
8. Confer to the head of Administration the following powers:
(a) to appoint to position and to dismiss deputy advisers to the President and deputy chiefs of structural divisions of Administration, the chief of Service of komplayens, the manager of Office and managerial personnel of Administration, including the workers who are earlier appointed to these positions by the President of the Republic of Uzbekistan. At the same time all rights, privileges, guarantees, powers and other regulations, including special procedure for issue of the admission to use of the state secrets provided in corresponding legislative and bylaws for the workers appointed to position by the President of the Republic of Uzbekistan, also before entering of corresponding changes into the legislation extend to these workers;
(b) to approve the staff list of employees of Administration;
