About approval of Rules of investigation of the reasons of accidents in power industry and incidents in power industry

1. Approve enclosed:

Rules of investigation of the reasons of accidents in power industry and incidents in power industry;

changes which are made to acts of the Government of the Russian Federation.

2. Determine that:

provisions of the Rules approved by this resolution extend to the relations on the organization and conducting investigation of the reasons of accidents in power industry and the incidents in power industry which took place since January 1, 2026;

investigation of the reasons of the accidents in power industry which happened till December 31, 2025 inclusive and registration of their results are made according to the Rules investigations of the reasons of accidents in power industry approved by the order of the Government of the Russian Federation of October 28, 2009 No. 846 "About approval of Rules of investigation of the reasons of accidents in power industry";

for the purposes of investigation of the reasons of the accidents in power industry provided by the paragraph third this Item, provision of Items 12 and 40 of Rules of non-discriminatory access to services in supervisory control in power industry and rendering these services approved by the order of the Government of the Russian Federation of December 27, 2004 No. 861 "About approval of Rules of non-discriminatory access to services in transfer of electrical energy and rendering these services, Rules of non-discriminatory access to services in supervisory control in power industry and rendering these services, Rules of non-discriminatory access to services of the commercial operator of the wholesale market and rendering these services and Rules of technology connection of power receiving devices of consumers of electrical energy, facilities for production of electrical energy, and also the objects of electric grid economy belonging to the network organizations and other persons to power networks", and Item 138 of Rules of technology functioning of the electric utility systems approved by the order of the Government of the Russian Federation of August 13, 2018 No. 937 "About approval of Rules of technology functioning of electric utility systems and about introduction of amendments to some acts of the Government of the Russian Federation" are applied in the edition operating about day of entry into force of this resolution.

Rules of investigation of the reasons of accidents in power industry and incidents in power industry

I. General provisions

1. These rules determine procedure for investigation of origins and development (further - investigation of the reasons) accidents in power industry and the incidents in power industry which took place on power generation facilities and in the power accepting installations of consumers of electrical energy (further - power generation facilities), including establish:

criteria of reference of technology violations on power generation facilities (further - technology violations in power industry) to accidents in power industry or to incidents in power industry;

distribution of functions on the organization and conducting investigation of the reasons of accidents in power industry and incidents in power industry and to participation in conducting such investigation;

procedure for the organization and conducting investigation of the reasons of accidents in power industry and incidents in power industry;

procedure for registration of results of investigation of the reasons of accidents in power industry and incidents in power industry;

procedure for development of actions for elimination of the reasons of the happened accidents in power industry and incidents in power industry and to prevention of emergence of similar accidents in power industry and incidents in power industry, to elimination of the shortcomings revealed in case of investigation (further - antiemergency actions) and control of their accomplishment;

procedure for systematization of information on accidents in power industry and incidents in power industry and submissions of reports on accidents in power industry and incidents in power industry.

2. These rules extend on:

subjects of power industry and consumers of electrical energy which own on the property right or other legal cause objects of electric grid economy and (or) facilities for production of electrical energy (further - the owner of power generation facility);

the subject of supervisory control in power industry - the system operator of electric utility systems of Russia (further - the subject of supervisory control);

the federal executive body authorized by the Government of the Russian Federation on implementation of functions on development and realization of state policy and normative legal regulation in the field of fuel and energy complex (further - authorized federal executive body);

the federal executive body authorized on implementation of federal state energy supervision in the field of power industry (further - body of federal state energy supervision);

other legal entities and physical persons which are involved in investigation of the reasons of accidents in power industry and incidents in power industry according to these rules.

3. For the purposes of these rules in power industry are understood as technology violations:

emergency deceleration of power of the generating equipment of the power plant functioning as a part of Power pool system of Russia by size of 25 MW and more (the power plant functioning as a part of technology isolated territorial electric utility system - at size of 5 MW and more). Emergency deceleration of power of the generating equipment of power plant is understood as decrease in the practical (current) capacity of the generating equipment of power plant owing to shutdown of the service equipment or emergence of other defect at power plant;

emergency shutdown and (or) damage of power line, equipment of power generation facility. The emergency shutdown of power line, the equipment of power generation facility is understood as their shutdown by switching devices, action (including wrong) automatic protection devices, or personnel owing to inadmissible variation of technology parameters of work of power line or the equipment, or owing to wrong or wrong actions (failure to act) of personnel. At the same time as shutdown and (or) damage of power line shutdown (damage) of power line in general, and also shutdown (damage) of one chain of two-chain or multichain power line is considered. Automatic protection devices are understood as complexes and devices of relay protection and automatic equipment, the technology protection and automatic equipment of the heatmechanical, hydroenergy equipment and other devices intended for shutdown of the damaged power line and (or) the equipment of power generation facility;

misoperation of complexes and devices of relay protection and automatic equipment or other automatic protection devices;

violation (refusal) in work of means of dispatching and technology management, including the equipment of telemechanics and communication, and also violation (refusal) in work of the automated systems of dispatching management of dispatch center of the subject of supervisory control (further - dispatch center), the automated systems of technology management of control center of networks, control center of wind (solar) power plants, control center of the cascade of small hydroelectric power stations or structural division of the consumer of electrical energy performing functions of operational and technology management, including function of technology management and maintaining concerning the power lines belonging to it, the equipment and devices of the objects of electric grid economy which are in zone of operational consumer service of electrical energy (further - control center), automated process control systems of power generation facilities;

inadmissible variation of technology parameters of work of power line, equipment or structure of power generation facility. The inadmissible variation of technology parameters of work of power line, the equipment or structure of power generation facility is understood as emergence of defect in their work, inadmissible under the terms of safe operation of power line, the equipment or the device, by the provided according to regulatory legal acts of the Russian Federation, normative and technical documents and technical documentation, and led to acceptance of urgent measures on conclusion from work of defective power line, the equipment or the structure of power generation facility for the purpose of prevention of their destruction or further damage;
