Based on part two of article 35 of the Law of the Republic of Belarus of July 23, 2008 "About Council of Ministers of the Republic of Belarus" and in pursuance of Item 5 of the Presidential decree of the Republic of Belarus of August 4, 2025 No. 295 "About change of the Presidential decree of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: No. 424-Z

1. Approve Regulations on procedure for evaluating compliance of vehicles, execution of the electronic passport and issue of the statement from it it (is applied).

2. Grant the right to the State committee on standardization to explain questions of application of this resolution.

3. This resolution becomes effective after its official publication, is effective till September 1, 2026 and extends the action to the relations which arose since September 1, 2025.

Regulations on procedure for evaluating compliance of vehicles, execution of the electronic passport and issue of the statement from it

1. This Provision determines procedure for evaluating compliance of vehicles, execution of the electronic passport and issue of the statement from it concerning devices which till September 1, 2025 belonged to means of personal mobility and have the maximum constructive motion speed more than 25 km/h (further if other is not provided, – devices).

2. Assessment of conformity of vehicles is performed for the purpose of determination of compliance of devices to types of "moped" or "motorcycle" vehicles.

3. For evaluating compliance of vehicles, execution of the electronic passport and issue of the statement from it physical persons and legal entities, which have in property of the device (further, if is not provided other, – the applicant) having the right to address till September 1, 2026 to test laboratories (centers) which are residents of the Republic of Belarus and included in the Unified register of conformity assessment bodies of the Eurasian Economic Union (further – the centers), with presentation:

statements;

documentation containing technical characteristics of the device (in the presence);

identity document;

powers of attorney (in case of the address of the representative of the applicant).

4. The statement shall contain:

name of the device;

surname, own name, middle name (if that is available), the residence (the place of the stay), identification document number proving the identity, accounting number of the payer (when implementing individual business activity) – for physical person;

the name, the location, accounting number of the payer – for the legal entity;

the personal signature – for physical person or the personal signature of the head or person authorized by it – for the legal entity;

contact information, including the postal address if the applicant specifies in the statement for desire to receive the statement from the electronic passport of the vehicle by means of mail service;

information that concerning the device there is no approval like the vehicle or the safety construction certificate of the vehicle.

5. Based on the statement the agreement is signed with the applicant and date of assessment of conformity of vehicles will be approved.

6. Assessment of conformity of vehicles is carried out by the center within one working day in the date approved with the applicant on condition of provision of the device in this date.

7. By results of assessment of conformity of vehicles by the center the statement of determination of compliance to types of vehicles in form according to appendix is drawn up.

8. If by results of assessment of conformity of vehicles it is determined that the device corresponds to types of "moped" or "motorcycle" vehicles and has no identification number (VIN), the center carries out transactions on drawing identification number (VINBY) * by means of sticker on one-piece components of the device with indication of about it in the act of determination of compliance to types of vehicles.

9. The act of determination of compliance to types of vehicles with conclusion about device compliance to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011) accepted by the Decision of the Commission of the Customs union of December 9, 2011 No. 877, to types of "moped" or "motorcycle" vehicles is the basis for execution of the electronic passport of the vehicle and it is not issued to the applicant.

The electronic passport of the vehicle is drawn up by the center in the corresponding module of the register of National system of confirmation of conformity of the Republic of Belarus.

10. The statement from the electronic passport of the vehicle, necessary for state registration of the vehicle, is certified by seal of the center and issued to the applicant personally (to his representative) in case of presentation of the identity document, power of attorney or goes by means of mail service (when specifying in the statement) no later than three working days after date of assessment of conformity of vehicles in case of payment term of the services rendered under the agreement.

11. If by results of assessment of conformity of vehicles it is determined that the device has the maximum constructive motion speed to 25 km/h or has the maximum constructive motion speed more than 25 km/h, but does not conform to requirements of the technical regulation of the Customs union "About safety of wheel vehicles" (TR CU 018/2011) to types of "moped" or "motorcycle" vehicles, is drawn up by the center the act of determination of compliance to types of vehicles with the corresponding conclusion.

The act of determination of compliance to types of vehicles is issued to the applicant personally (to his representative) in case of presentation of the identity document, power of attorney or goes by means of mail service (when specifying in the statement) no later than three working days after date of assessment of conformity of vehicles in case of payment term of the services rendered under the agreement.
