Chapter 1. General provisions

Article 1. Council of Ministers of the Republic of Belarus - the Government of the Republic of Belarus - the central state body of the Republic of Belarus

The Council of Ministers of the Republic of Belarus - the Government of the Republic of Belarus is the joint central state body of the Republic of Belarus performing according to the Constitution of the Republic of Belarus the executive authority in the Republic of Belarus and management of system of the republican state bodies and other organizations subordinated to it and also on the questions entering its competence, system of local executive and administrative organs.

Article 2. Accountability of Council of Ministers of the Republic of Belarus

The Council of Ministers of the Republic of Belarus in the activities is accountable to the President of the Republic of Belarus and otvetstven before National assembly of the Republic of Belarus.

The Council of Ministers of the Republic of Belarus as required, but at least once a quarter submits to the President of the Republic of Belarus the report on the activities.

Chapter 2. Structure and procedure for forming of Council of Ministers of the Republic of Belarus

Article 4. Structure of Council of Ministers of the Republic of Belarus

The Council of Ministers of the Republic of Belarus consists of the Prime Minister of the Republic of Belarus, his deputies, ministers, chairmen of the state committees subordinated to Council of Ministers of the Republic of Belarus (further - the state committees), the Chief of staff of Council of Ministers of the Republic of Belarus. Heads of other state bodies and organizations according to decisions of the President of the Republic of Belarus can be part of Council of Ministers of the Republic of Belarus.

Article 5. Procedure for forming of Council of Ministers of the Republic of Belarus

The Prime Minister of the Republic of Belarus is appointed the President of the Republic of Belarus from prior consent of the House of Representatives of National assembly of the Republic of Belarus.

Deputy prime ministers of the Republic of Belarus, ministers and other cabinet ministers of the Republic of Belarus are appointed to position and dismissed by the President of the Republic of Belarus.

Article 6. Prime Minister of the Republic of Belarus

Prime Minister of the Republic of Belarus:

performs direct management of activities of Council of Ministers of the Republic of Belarus and bears the personal responsibility for its work;

will organize work of Council of Ministers of the Republic of Belarus, directs its meetings;

signs resolutions of Council of Ministers of the Republic of Belarus;

publishes orders;

after the appointment submits within two-month term to the House of Representatives of National assembly of the Republic of Belarus the program of activities of Council of Ministers of the Republic of Belarus, and in case of its variation represents the repeated program of activities of Council of Ministers of the Republic of Belarus within two months;

informs the President of the Republic of Belarus on the main activities of Council of Ministers of the Republic of Belarus and on all its major decisions;

annually informs Vsebelorussky people's assembly on accomplishment of programs of social and economic development of the Republic of Belarus;

distributes obligations between deputy prime ministers of the Republic of Belarus, coordinates their activities;

represents without additional powers the Council of Ministers of the Republic of Belarus in the international relations, in accordance with the established procedure holds negotiations and signs the international agreements and other international legal acts containing obligations of the Republic of Belarus;

performs other powers connected with the organization and activities of Council of Ministers of the Republic of Belarus.

Article 7. Deputy prime ministers of the Republic of Belarus

Deputy prime ministers of the Republic of Belarus according to distribution of obligations:

perform coordination of activities of the republican state bodies and other organizations subordinated to Council of Ministers of the Republic of Belarus and also for the questions entering competence of Council of Ministers of the Republic of Belarus, local executive and administrative organs, control of their work and instruct them on ensuring execution of the Constitution of the Republic of Belarus, decisions of Vsebelorussky people's assembly, the laws, acts of the President of the Republic of Belarus, resolutions of Council of Ministers of the Republic of Belarus, orders of the Prime Minister of the Republic of Belarus and on other questions of their activities;

previously consider offers and draft documents introduced to Council of Ministers of the Republic of Belarus;
