About measures for holding the international Biennial of the modern art at the high level

For the purpose of increase in the authority of Uzbekistan on the cultural world map, contributing to social and economic development of the country by providing close connection of the modern art, historical heritage, creative economy and tourism, and also further increase in role and value of the ancient city of Bukhara included in the list of the World heritage of UNESCO and Network of the creative cities, being center of science, architecture, workmanship and art throughout many centuries, I decide:

1. Spend since 2025 once each two years in September - November the International Biennial of the modern art in the city of Bukhara (further - the Biennial).

2. Hold the first Biennial on September 5 - on November 20, 2025 at the high level.

3. Determine main objectives of the Biennial:

(a) support of modern and applied art, workmanship in our country, their integration into global cultural space;

(b) development of education, researches and professional skill in the creative industry, their removal on the international level by the organization of interaction of representatives of our country with creative figures masters, famous in the world;

(c) increase in tourist attractiveness of our country, transformation of objects of cultural heritage into the platform of display of art, forming of interest of their regular repeated visit.

4. Create Organizing committee for preparation and holding the International Biennial of the modern art (further - Organizing committee), and also to approve its structure and the main objectives according to appendices No. No. 1 * and 2*.

5. Determine that the Fund of cultural development and art (further - Fund) is working body of Organizing committee.

6. Determine that within the first Biennial are performed:

(a) transformation of 14 objects of cultural heritage in which the Biennial, is held to the creative cluster covering processes of exhibitions and actions, education and researches, creativity and production;

(b) creation by creative figures masters, famous in the world, over 60 art objects, including installations, and also their use in decorating of venues of the Biennial, demonstration of the most worthy of them at exhibitions worldwide;

(c) the organization of 10 weeks scientific and educational, cultural and entertaining, tourist and gastronomic programs for the general public with participation of creative figures, specialists and cooks, famous in the world;

(d) the edition of the special catalog of the first Biennial and the book album of recipes of the Uzbek national dishes, their wide use at the international level as means of promotion and gift set;

(e) creation of the documentary about the Bukhara Biennial, and also promotion by means of this movie of tourist capacity of our country;

(g) training of curators of the international level on the basis of special educational programs, and also ensuring their participation on the leading world platforms of art on behalf of Uzbekistan;

(h) carrying out the International academic symposium with participation more than 30 international experts, curators and art critics.

7. Approve:

(a) The list of objects of material cultural heritage to whom the International Biennial of the modern art is held (further - Biennial objects), according to appendix No. 3 *;

(b) Sources of financing of the expenses connected with preparation and holding the International Biennial of the modern art according to appendix No. 4*.

8. Determine that on Biennial objects:

(a) The agency of cultural heritage is customer of works on designing and preserving;

(b) measures of the organization of works on art lighting and preserving objects on the basis of the separate concept and design in cooperation with the famous foreign specialists, and also improvements of their infrastructure, creation of new exposure of the Museum of the fine arts are taken.

9. Determine that within the Biennial for a period of up to December 31, 2025 of the technician, the equipment, stock, works of art and their parts, objects and other goods imported on the created Fund, the Agency of cultural heritage to lists and the subjects determined by them are exempted from customs duty.

10. To the Cabinet of Ministers in three-day time to approve the plan of measures for preparation and holding the first Biennial, and also its expense budget with indication of financing sources.

11. Make changes and addition to some resolutions of the President of the Republic of Uzbekistan according to appendix No. 5.

12. Assign to the chairman of Fund of cultural development and art G. O. Umerova, and also hokim of the Bukhara B. K region. Zaripova the personal responsibility for the effective organization of execution of this resolution.

13. Discussion of course of execution of this resolution, implementation of coordination and the control of organization activity responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.

The changes and amendment brought in some resolutions of the President of the Republic of Uzbekistan

1. In the text in state language of the Section IV of the Directions of development of small and medium business, service and tourism, implementation of the infrastructure projects in the Bukhara region approved by the resolution of the President of the Republic of Uzbekistan of August 12, 2024 No. PP-287:

(a) in the paragraph the thirteenth the words "Tasviry Sanjat Muzey" shall be replaced with words "Tasviry санъат muzey, шу жумладан, to ushb muzeyning of yanga of expozitsiyasina яратиш";
