About realization of practical measures in areas (cities) selected for the accelerated complex development of regions of the republic

For the purpose of implementation of the main objectives determined in the Presidential decree of the Republic of Uzbekistan of December 20, 2024 No. UP-223 "About Measures for Implementation of New System of Ensuring High Economic Growth and Employment of the Population in Regions, and also to Increase in Role and Responsibility of Local Khokimiyats in This Direction" I decide:

I. Purposes

1. Determine main objectives of the accelerated complex development of regions of the republic with acceptance in 16 regions (cities) of measures on:

(a) to ensuring strong rise of industrial output on average for 7-8 percent, market services - for 15 - 17 percent, agricultural production - for 4-5 percent;

(b) to reducing the level of unemployment for 4-5 percent, poverty level - for 5-6 percent with transformation of Kungradsky, Asakinsky, Gallyaaralsky, Denausky districts and the city of Margilan into the territories, free from unemployment and poverty;

(c) to creation in their centers of favorable conditions for accommodation and business activity of the population.

II. Measures for the accelerated complex development of the territories

2. Take into consideration that programs of the accelerated complex development of areas (cities) are developed (further - the Program) within which of the Government budget funds in the amount of 1 trillion sum are allocated for financing of the social and infrastructure projects giving impulse to the high economic growth of areas (cities).

At the same time to provide implementation of the following projects on:

(a) to creation of conditions for development of industry and sphere of agricultural industry;

(b) to development of infrastructure, implementation of the "green" principles and approaches, and also digitalization;

(c) to development of service industry, including involvement of opportunities of the creative industry, tourism and roadside infrastructure;

(d) to creation in the centers of areas (cities) of favorable conditions for accommodation and business activity of the population;

(e) to implementation of such actions, as training in professions, creation of the modern youth microterritories.

3. Determine that in areas (cities) covered by the Program:

(a) the priority is provided to projects implementation of social and production infrastructure with participation of foreign partners, to their selection as pilot and to attraction of financial resources of the international financial institutions;

(b) the procedure for building of massifs of multi-storey apartment houses since 2026 extends also to the objects built on the place of old houses in the centers of areas (cities) on the basis of the program of renovation within this resolution.

4. Approve:

(a) Target indicators of economic growth, reduction of unemployment and poverty in areas (cities) determined for their accelerated complex development for 2025 according to appendix No. 1 *;

(b) The program of the accelerated complex development of areas (cities) for 2025-2026 according to appendices No. No. 2.1. - 2.16 *;

(c) The list of the parcels of land in areas (cities) determined for the accelerated complex development on which in Government commission on consideration of questions of change of categories of land fund of lands of agricultural purpose and lands of forest fund offers on change of category of land fund, according to appendix No. 3* are made.

5. To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas together with Agency on management of the state assets, the Agency according to the inventory in a month for the purpose of creating favorable conditions for the population and entrepreneurs to carry out inventory count of local authorities of management and to introduce in the Cabinet of Ministers the concept of the project of their placement in one place in areas (cities) according to appendix No. 4*.

6. To the Cabinet of Ministers together with the Ministry of Justice in two-month time to approve the Practical program of optimum placement of local authorities of management in one place in areas (cities) covered by the Program. At the same time to provide adjustment of trading activity and activities for rendering services by subjects of entrepreneurship on the 1st and 2nd floors of multi-storey or new office buildings under construction.

7. Determine that:

(a) construction new, and also reconstruction and capital repairs of office buildings are performed at the expense of internal opportunities of the local budgets, budget advances and other sources which are not forbidden by acts of the legislation;

(b) receipts from realization of the released buildings of local authorities of management go for repayment of budget advances.

III. Creating favorable conditions for the population in regions

8. To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas together with the Ministry of Construction and Housing and Communal Services, Committee on tourism to finish development and to approve:

(a) till July 1, 2025 in the simplified procedure, and also taking into account offers of the population and entrepreneurs - drafts of updated master plans of the centers of areas (cities) covered by the Program which term of development constitutes more than 10 years, with their separation into zones of three categories (renovation, reconstruction and preservation);

(b) in a month - drafts of master plans for creating favorable conditions for accommodation, rest and walks of the population and tourists, and also conducting business activity on rendering services and other directions in the center of Asakinsky, Gizhduvansky, Gallyaaralsky, Hatyrchinsky, Chartaksky, Syr Darya, Denausky, Kuvinsky, Shavatsky districts and the cities of Yangiyulya, and also in the territories adjoining to them;

(c) in two-month time - drafts of master plans in the direction of tourism in Hatyrchinsky, Kuvinsky and Chartaksky districts;

(d) in two weeks - the drafts of master plans for complex economic development of Yakkabagsky and Bulungursky districts developed by Institute of macroeconomic and regional researches together with the German experts;

(e) in three-months time - drafts of master plans for complex development of the centers of Kungradsky and Chimbaysky districts with involvement of the foreign companies.

Thus after approval of drafts of master plans and master plans to develop and submit for approval in the Cabinet of Ministers the program of measures for implementation of these plans.

9. To the Ministry of Economics and finance together with Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas:

(a) till July 1, 2025 to select 30 territories of urbanization with uninvolved great opportunities and high potential of stable economic growth and to submit their list for approval in the Cabinet of Ministers;
