About the State program of development of digital television broadcasting in the Republic of Tajikistan for 2026-2030

1. Approve the State program of development of digital television broadcasting in the Republic of Tajikistan for 2026-2030 and the Actions plan on implementation of the State program of development of digital television broadcasting in the Republic of Tajikistan for 2026-2030 (appendices 1 and 2).

2. To the Ministry of Finance of the Republic of Tajikistan when planning financial expenses of Committee of television and radio under the Government of the Republic of Tajikistan to provide funds for implementation of this Program and its Actions plan in the republican budget.

3. To provide to the relevant ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas implementation of this Program and its Actions plan and annually till January 10 to provide information in Committee on television and radio under the Government of the Republic of Tajikistan.

4. Under the Government of the Republic of Tajikistan annually till February 10 to provide to committee on television and radio in the Government of the Republic of Tajikistan information on the course of implementation of this Program and its Actions plan.

The state program of development of digital television broadcasting in the Republic of Tajikistan for 2026-2030

1. General provisions

1. The state program of development of digital television broadcasting in the Republic of Tajikistan for 2026-2030 (further – the Program) is based on regulations of the Constitution of the Republic of Tajikistan and developed for the purpose of implementation of the Law of the Republic of Tajikistan "About the right to information access", the National strategy of development for the Republic of Tajikistan for the period till 2030, Concepts of the state information policy of the Republic of Tajikistan, and also for enhancement of infrastructure and satisfaction of information needs of society and citizens.

2. The program will render assistance in creation of conditions for elimination of disproportion in population scope digital television broadcasting in this connection citizens of the Republic of Tajikistan will be provided with information having social, reliable, exact, official and operational significance, and information interests of the state and information security of the country will be protected.

The program implementation will lay the foundation in creation of conditions and in expansion of continuous broadcasting domestic television and radio of the programs directed to population requirements satisfaction, forming of national cultural and universal values and also for the purpose of prevention of purposeful information impact from abroad.

The Republic of Tajikistan since 2010 began process of transition to digital television broadcasting on the basis of the State program of development of digital television broadcasting in the Republic of Tajikistan for 2010-2015 approved by the order of the Government of the Republic of Tajikistan of February 27, 2010, No. 76.

7. During implementation of this program the centers with high population and the cities and areas of the republic located in valleys were provided with 15 digital transmitters with rather high capacity and population scope level was increased by digital television broadcasting to percent 60,41.

8. In 2016-2020 the Committee on television and radio under the Government of the Republic of Tajikistan at the expense of own means established digital transmitters in the territory of the cities and areas, brought republic population scope digital television broadcasting to percent 65,8.

Taking into account low growth rate of scope of the population digital television broadcasting, for the second time approved the State program of development of digital television broadcasting in the Republic of Tajikistan for 2020-2024 by the order of the Government of the Republic of Tajikistan of August 30, 2019, No. 437. After complete implementation of the Actions plan on implementation of the State program of development of digital television broadcasting in the Republic of Tajikistan for 2020-2024 the scope of the population of the Republic of Tajikistan broadcast of programs of digital television increased to 86 percent.

The committee on television and radio under the Government of the Republic of Tajikistan along with implementation of state programs on development of digital television broadcasting in the Republic of Tajikistan on 2010-2015 and 2020-2024, within the financial opportunities established and put into operation of 54 digital transmitters of different capacity in settlements of the country.

12. For the Republic of Tajikistan it is extremely important to provide land digital television broadcasting in all inhabited regions, including mountain and border areas where 14 percent of the population are left without access to television and radio to programs in digital format.
