1. Approve:

The regulations on procedure for opening of preparation on specialties for receipt of the scientific oriented education in the organizations of education and the organizations realizing educational programs of the scientific oriented education (are applied);

The regulations on procedure for transfer, recovery, expel of persons studying in the organizations of education and the organizations realizing educational programs of the scientific oriented education (are applied).

2. Establish:

standard form of the agreement on training of the scientist of the top skills at the expense of means of the republican budget according to appendix 1;

standard form of the agreement on training of the scientist of the top skills on paid basis according to appendix 2.

3. Determine that in case of implementation of educational programs of the higher and secondary vocational education on paid basis in public institutions of education payment of running repair of buildings and rooms is excluded from structure of expenses.

4. Bring in the resolution of Council of Ministers of the Republic of Belarus of September 7, 2018 No. 646 "About measures for implementation of the Presidential decree of the Republic of Belarus of June 12, 2018 No. 232" the following changes:

"About procedure for selection for provision of grants on training

Based on the paragraph of the tenth of article 100 of the Code of the Republic of Belarus about education the Council of Ministers of the Republic of Belarus DECIDES:";

in Regulations on procedure for selection of the foreign citizens and persons without citizenship who are constantly living outside the Republic of Belarus, for training at the expense of grants in public institutions of the higher and secondary vocational education of the Republic of Belarus, approved by this resolution:

in Item 1 of the word "programs of the higher and secondary vocational education (further – training)" shall be replaced with words "programs of the higher education, secondary vocational education and the educational program of training of persons for receipt in organizations of formation of the Republic of Belarus (further, unless otherwise specified, – training)";

in Item 2:

to exclude the paragraph of the sixth part thirteen;

in word part fifteen of "the educational program of the higher or secondary vocational education" shall be replaced with words "educational programs of the higher education, secondary vocational education or the educational program of training of persons for receipt in organizations of formation of the Republic of Belarus";

regarding the twentieth the word "own means or other sources, "means of the republican budget" which are not prohibited by the legislation" shall be replaced with words;

the twenty first to state part in the following edition:

"The foreign citizens who successfully mastered contents of the educational program of training of persons for receipt in organizations of formation of the Republic of Belarus are enlisted in organizations of education in the year following after year in which they for the first time participated in selection.".

5. This resolution becomes effective in the following procedure:

Items 1 and 2 – since January 1, 2026;

other provisions of this resolution – after its official publication.
