Based on part three of Item 1 of the Presidential decree of the Republic of Belarus of June 12, 2018 "About grants on training" the Council of Ministers of the Republic of Belarus DECIDES: No. 232

1. Approve Regulations on procedure for selection of the foreign citizens and persons without citizenship who are constantly living outside the Republic of Belarus for training at the expense of grants in public institutions of the higher and secondary vocational education of the Republic of Belarus it (is applied).

2. This resolution becomes effective in 10 days after its official publication.

Regulations on procedure for selection of the foreign citizens and persons without citizenship who are constantly living outside the Republic of Belarus for training at the expense of grants in public institutions of the higher and secondary vocational education of the Republic of Belarus

1. This Provision determines procedure for selection of the foreign citizens and stateless persons who are constantly living outside the Republic of Belarus (further - foreign citizens), for training at the expense of grants in the public institutions of the higher and secondary vocational education of the Republic of Belarus financed by means of the republican budget (further if other is not provided, - organizations of education), for the purpose of development of contents of educational programs of the higher and secondary vocational education (further - training).

2. The procedure of selection of foreign citizens for training (further – selection) is performed in three stages.

At the first stage of selection acceptance till February 20 by diplomatic representations of the Republic of Belarus abroad of documents from the foreign citizens who showed willingness to study in organizations of education (further – candidates) is provided.

Candidates represent to the relevant diplomatic representation of the Republic of Belarus abroad the following documents:

the application for admission on the training (constituted in a free form with reduction of arguments for benefit of the chosen specialty);

copies of the document for trip abroad and (or) the identity document;

the copy of the education document (or the certificate that the foreign citizen is student with indication of marks in all objects, certified by the head of the foreign organization in which the foreign citizen studied);

the copy of the document confirming possession Russian and (or) Belarusian of languages (in the presence);

the copies of the medical document on the state of health with indication of possibility of training in the chosen specialty and the certificate on absence of HIV infection issued by official organ of health care of the candidate country;

the characteristic from the place of study (for students);

the documents confirming the privilege for participation in the third stage of selection;

the petition of diplomatic representation of the Republic of Belarus abroad (in the case established in part twelve of this Item).

The documents specified in the parts three of this Item constituted in foreign language shall be followed by transfer into Russian or Belarusian, attested notarially.

The documents which are not conforming to the established presents the Provision to requirements abroad are not taken cognizance by diplomatic representations of the Republic of Belarus.

Diplomatic representations of the Republic of Belarus abroad create preliminary candidate lists and send them with copies of the submitted documents till March 15 to the Ministry of Education on paper and electronically.

The second stage of selection is carried out by the commission created by the Ministry of Education with participation of representatives of the Ministry of Foreign Affairs, other interested republican state bodies and other organizations (further – the commission) at which meetings preliminary candidate lists and the submitted documents are considered. Following the results of meeting the commission draws up the protocol in which results of consideration of the submitted documents on each candidate from the preliminary list are specified, and also the candidate list, recommended for participation in the third stage of selection is created.

The structure of the commission annually till January 1 affirms the Ministry of Education. Commission chairman is the Minister of Education.

Commission sessions are held as required according to the decision of the commission chairman and are considered competent with participation in meeting at least a half of members of the commission.

Commission sessions are held by the commission chairman, and in its absence – the vice-chairman of the commission.

Decisions of the commission are made by a simple majority vote and drawn up by protocols which signs presiding over commission session. In case of equal number of votes the decision for which voted presiding over commission session is made.

The candidate list, recommended for participation in the third stage of selection, does not join the candidates having GPA of the education document (final assessment for senior class) below point 7,5 on ten-mark scale or it is lower than 75 percent from 100 in percentage equivalent. In exceptional cases based on the petition of diplomatic representation of the Republic of Belarus abroad according to the decision of the commission the candidates having GPA of the education document (final assessment for senior class) below point 7,5 on ten-mark scale can be allowed to participation in the third stage of selection or it is lower than 75 percent from 100 in percentage equivalent, but not below point 5,5 or it is not lower than 55 percent on ten-mark scale from 100 in percentage equivalent.

Persons who have the privilege for participation in the third stage of selection (according to the procedure of transfer):

are recognized as winners (the 1st, 2nd places) or winners of international contests of scientific works on the subjects corresponding to subject of the first profile testing in the specialty;

at least two years after receipt of the education documents confirming receipt of secondary vocational, general higher education or vocational higher education have experience of practical work on the corresponding activity;

are winners (the 1st, 2nd places) of international contests and (or) other educational events held by organizations of formation of the Republic of Belarus on subjects (disciplines) (in case of revenues to specialties for which this subject (discipline) is determined by subject of the first profile testing), and also made reports at the international conferences organized by organizations of formation of the Republic of Belarus;
